Synopsis of Previous Council action:
11-17-86 -- Resolution No. 86-443 adopted expressing support in the relocation of
the Ventura Gulls, Class "A" Baseball Team to San Bernardino.
12-13-86 -- Council Ways & Means Committee reviewed proposed lease and directed the
City Engineer to proceed with preparation of the plans for the Capital
Improvements.
12-22-86 Resolution adopted authorizing execution of a letter-type proposal from
L.A. Wainscott & Associates for architectural/civil engineering services.
01-05-87 Plans approved and authorization granted to advertise for bids.
02-02-87 -- Bids rejected and authorization granted to re-advertise.
02-19-87 -- Award of contract, to Wyatt Construction for low bid price of $172,405
approved.
Recommended motion:
Adopt resolution.

STAFF REPORT
Bids for this project were received at 2:00 p.m. on Thursday,
February 19, 1987.
A total of 3 bids were received, ranging from $172,404.54 to
:$221,061.00. The low bid of $172,404.54 is 35.2% over the Architect/
Engineer's Estimate of $127,500.00.
Listed below is an estimate of the total project cost, based upon
the actual low bid price:

construction of a clubhouse and bleacher addition for Fiscalini Field. The

We recommend that the resolution be adopted ratifying the contract
award of 2-19-87.

RESOLUTION NO.
RESOLUTION OF THE CITY OF SAN BERNARDINO RATIFYING THE AWARD OF A
CONTRACT TO WYATT CONSTRUCTION FOR CONSTRUCTION OF CLUBHOUSE FOR FISCALINI
FIELD IN PERRIS HILL PARK.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO AS FOLLOWS:
SECTION 1. Wyatt Construction is the lowest responsible bidder
for construction of a Clubhouse for Fiscalini Field in Perris Hill Park, in
accordance with Plan No. 7154-A, for the total amount of $172,404.54; the
award of a contract is ratified to said bidder accordingly, but such award
shall be effective only upon the contract being fully executed by the parties;
all other bids therefor are hereby rejected; and the Mayor is hereby
authorized and directed to execute said contract on behalf of the City; a
copy of the contract is attached hereto, marked Exhibit "A" and incorporated
herein by reference as fully as though set forth at length.
SECTION 2. Execution and Amendments. This contract and any
amendments or modifications thereto shall not take effect or become operative
until fully signed and executed by the parties and no party shall be
obligated hereunder until the time of such full execution. No oral
agreements, amendments, modifications or waivers are intended or authorized
and shall not be implied from any act or course of conduct of any party.
I HEREBY CERTIFY that the foregoing resolution was duly adopted
by the Mayor and Common Council of the City of San 8ernardino at a
