REQUO FOR COUNCIL AC'QDN STAFF REPORT All parts of Resolution 6413, Section 5 have been revised slightly, to update step references from "A, B, C, D, En to "l, 2, 3, 4, 5", and other mechanical modifications. Parts (g) (1) through (g) (4) now correctly show the Finance Department as the initiating department for step increase notification. The true change to the Resolution is found in part (f) - which is new. This part provides a mechanism for out of phase step increases as, may be recommended by a department head and approved by the city Administrator. A Department Director Letter (DDL) will be written for implementation purposes, and reports on such out of phase increases will be submitted to Council. The Council Personnel Committee reviewed and recommended these changes during their February 10, 1987 meeting. ESTAB- LISHING A BASIC COMPENSATION PLAN FOR OFFICERS AND/OR EMPLOYEES OF THE CITY OF SAN BERNARDINO. . .-, TO REVISE THE PROCEDURE FOR MERIT INCREASES. BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION ONE: Resolution No. 6413, Section Five, relating to the compensation step advancements and the effective dates of these advancements, is hereby amended to read as follows: -SECTION FIVE: All officers and employees of the City of San Bernardino except Safety members shall be compensated in accordance with Section Three of this resolution, as follows: <al Step -1- shall be the minimum and normal hiring step. The Mayor and Common Council may, upon the recommendation of the City Administrator, start a new employee at a higher salary step in a situation where unusual difficulty has been encountered in recruiting a sufficient number of qualified applicants or in the event the experience and qualifications of the person being considered for employment would, upon commencing work, be as proficient as those already employed within the subject class at the salary step being recommended. Cbl An officer or employee who has been compensated continuously for six months at step -1- in a class with satisfactory performance shall be advanced to step -2- upon the positive recommendation of his/her department head. <continuedl /17/87 . , o o o o 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 ~ 26 27 28 (c) An officer or employee who has been compensated continuously in the class for one year in step -2- shall be advanced to step -3-, upon the positive recommendation of his/her department head. (d) An officer or employee who has been compensated continuously in the class for one year in step -3- shall be advanced to step "4-, upon the positive recommendation of his/her department head. (e) An officer or employee who has been compensated continuously in the class for one year in step -4- shall be advanced to step -5" upon the positive recommendation of his/ her department head. (f) In such cases as may occur wherein an employee shall demonstrate exceptional ability and proficiency in performance of his/her assigned duties, and is not yet on step 5 of the salary range, said employee may be given a special merit advancement without regard to the minimum length of service, provisions contained in this resolution, upon the recommendation of the employee's department head and the approval of the City Administrator. Such a special merit advancement shall establish a new compensation advancement date for the next step increase which may come due. Informational reports on such increases shall be submitted to the Council by the City Administrator. (g) When recommended by the department head, the compen- sation step advancements as provided for in subparagraphs b, c, d and e above, shall become effective upon the date of completion (continued) ....~...J....... o o o of the required service time. shall receive a compensation To determine when .~ employee step advancement, the following procedure shall be follow.a. (1) The Finance Department shall submit to each I department head on a monthly basis a list containing the names of each of that department's employees eligible to receive a step advancement during the following month. (2) The department head shall indicate his/her rec- ommendation opposite each name and return the listing to the Finance Department prior to the first of the month in which the step advancement becomes due. If the department head indicates that he/she does not recommend an employee to receive a step advancement on the scheduled date, he/she will submit to the Per- sonnel Department a completed Employee Evaluation Report on that employee substantiating the negative recommendation, in addition to returning, the annotated list to the Finance Department. (3) For those employees for whom a step increase was not recommended, the department head will review the employee's performance at intervals not to exceed 60 calendar days to determine if the performance has improved enough to warrant the step advancement. (4) The Personnel Director _hall review the evaluation and shall process the memorandum re9uesting the step advancement through the Finance Department immediately upon receipt of the positive recommendation from the department head. The date the step increase is subsequently granted by the department head shall establish a new compensation advancement date for the next step advancement that may come due. (h) If any employee feels that he/she was improperly denied a step advancement when originally due, he/she may have a review made of the negative recommendation of the department head by following the appropriate grievance procedure. The time limit for filing an appeal shall be within 10 working days from the date of the officer's or employee's negative notification via the Employee Evaluation Report.
