A 12-inch. pipeline was later installed along the railway, Southern Pacific Pipelines is now requesting authorization to intall a 20-inch pipeline, generally parallel to the existing facility. The proposed 20-inch pipeline will cross Hunts Lane south of the railway crossing, then parallel the railway to the Waterman Avenue Frontage Road, then south to Industrial Road, and then east to the easterly City Limits, Plans are available in our office for review. This application has been reviewed by the City Attorney's office. Their initial position was that the existing franchise grants sufficient authority for construction of the second pipeline. We recommend that the application be approved, subject to the following conditions: 1, Payment of 2% of gross annual proceeds. 2, Maintain $25,000 surety bond in effect, 3. Obtain street cut permits. 4, Secure environmental clearance, 5.
