Synopsis of Previous Council action:
11-17-87 Resolution No, 86-443 adopted expressing support in the relocation of
the Ventura Gulls, Class "A" Baseball Team to San Bernardino.
Council Ways & Means Committee reviewed proposed lease and directed
the City Engineer to proceed with preparation of the plans for the
Capital Improvements, and recommended CDBG Funds be allocated,
Resolution adopted authorizing execution of a lease with the San
Bernardino Spirit Class "A" Baseball Team for use of Fiscalini Field,
Approval of Plans and Authorization to Advertise for Bids, Spec No. 7155,
All bids rejected and authorization granted to readvertise project.
Resolution No. 87-55 adopted awarding a contract to G 0 M Electrical
Construction for low bid price of $71,880,00,

Recommended motion:
That Change Order No, One to the contract with G 0 M Electrical
Construction, for upgrading lighting system of Fiscalini Field in
Perris Hill Park, in accordance with Plan No, 7185, be approved;
to authorize various additions and deletions as shown on Revision
No, 2, dated 2-22-87, for a net decrease in the contract price of
$2,721.50, from $71,880.00 to $69,158,50.

STAFF REPORT
After award of the contract, the Contractor proposed certain revisions
to the plans, that would provide for a credit of $6,865.00, These revisions
would provide a simpler system, and allow the existing switch panel to be used
on a temporary basis. Suppliers of the new switch panel are unable to guarantee
delivery in sufficient time to allow for installation by 4-10-87, without a
fee of $12,000 - $15,000 for an accelerated schedule.
This proposal was reviewed by the Electrical Engineer engaged by the
City for design services, who recommended that it not be accepted.
The readerboard to be supplied by the club is ~anufactured by Electronic
Display Systems. We were advised after the bid opening that a separate "clean"
circuit is needed, in order to avoid malfunctions due to other electronic equip-
ment. The Contractor submitted another proposal to address this requirement,
which reduced the credit to $2,721,50. The Contractor also submitted a letter
from another Electrical Engineer stating that the revised system is in compli-
ance with the Code and will function satisfactorily.
We recommend that Change Order No. One be approved,
