STAFF REPORT
Bids for the project were opened at 2:00 p.m. on Tuesday, 2-10-87.
A total of 5 bids were received, ranging from a high of $73,395.50 to
a low of $59,533.31. The low bid of $59,533.31 is 19.7% above the Engineer's
Estimate of $49,750.
Listed below is the total estimated project cost, based upon the
actual low bid price:

Funds for the construction are contained in Account No. 243-363-57522,
"Perris Hill Park - Parking Lot Resurface." There is an unencumbered balance
of $59,741.00 in this account. Councilman Reilly has indicated a willingness
to use Second Ward Park Extension Funds to provide supplemental funds for the
improvements for Fiscalini Field.
Since five bids were received, we do not feel that a better price
could be obtained by readvertising. Therefore, we recommend the award of
contract to the low bidder and the adoption of the resolution.
URGENCY CLAUSE
This project is a part of the over-all development of the baseball facility
for the San Bernardino Spirit team. Because of the time constraints on all
portions of the project and the necessary coordination, it is imperative
that this contract be awarded at the Council Meeting of 2-16-87.

RESOLUTION NO.
RESOLUTION OF THE CITY OF SAN BERNARDINO AWARDING A CONTACT TO
REDLANDS PAVING INC. FOR RESURFACING PERRIS HILL PARKING LOT FOR FISCALINI
FIELD.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO AS FOLLOWS:
SECTION 1. Red1ands Paving, Inc. is the lowest responsible
bidder for resurfacing Perris Hill Parking Lot for Fiscalini Field, in
accordance with Plan No. 7167, for the total amount of $59,533.31; a
contract is awarded to said bidder accordingly, but such award shall be
effective only upon the contract being fully executed by the parties; all
other bids therefor are hereby rejected; and the Mayor is hereby authorized
and directed to execute said contract on behalf of the City; a copy of the
contract is attached hereto, marked Exhibit "A" and incorporated herein by
reference as fully as though set forth at length.
SECTION 2. Execution and Amendments. This contract and any

amendments or modifications thereto shall not take effect or become operative
until fully signed and executed by the parties and no party shall be obligated
hereunder until the time of such full execution. No oral agreements,
amendments, modifications or waivers are intended or authorized and shall not
be implied from any act or course of conduct of any party.
I HEREBY CERTIFY that the foregoing resolution was duly adopted
