Synopsis of Previous Council action:
11-17-86 Resolution No. 86-443 adopted expressing support in the relocation of the
Ventura Gulls, Class "A" Baseball Team to San Bernardino.
12-13-86 Council Ways & Means Committee reviewed proposed lease and directed the
City Engineer to proceed with preparation of the plans for the Capital
Improvements.
12-22-86 -- Resolution adopted authorizing execution of a letter-type proposal
from L.A. Wainscott & Associates for architectural/civil engineering
services.

Plans approved and authorization granted to advertise for bids.
Resolution No. 87-22 adopted awarding a contract to Wickum Construction
for the low bid price of $229,000.00.

That Change Order No. One to the contract with Wickum Construction
for construction of the bleacher additions and alterations to
Fisca1ini Field at Perris Hill Park, in accordance with Plan No.
7150, be approved; to authorize construction of required work
for bleacher foundations, and various additional items of work on
the bleachers due to the revision to the plans, at an estimated
increase of $42,271.75 in the contract price, from $229,000 to
$271,271.75.

STAFF REPORT
Construction of the required clearing and grubbing, foundations, re-
taining walls and sidewalk, was originally included in the bid documents for
the clubhouse, per plan No. 7154. The price for these items of work in the
low bid was $95,400.00. All of these bids were rejected on 2-2-87, and auth-
orization was granted to readvertise. Bids for construction of the clubhouse
will be opened on 2-19-87.
General Seating, who is doing the bleacher work for Wickum Construction,
has notified us that the stringers must be completed by 2-20-87, in order that
they can maintain their schedule for completion of all work by the first home
game. This schedule could not be met by the contractor for the clubhouse.
Wickum Construction was, therefore, requested to submit a price quote
for this work. The estimated cost submitted by Wickum Construction was
$41,354.75. We have reviewed this price and found it to be generally in
accordance with current pricing levels. Wickum Construction has indicated
that they could start work on 2-16-87 and be completed by 2-20-87.
The plans were revised to reduce the extent and cost of concrete work.
This entailed subsitution of aluminum walkways and steps in lieu of concrete
ones, resulting in additional work on the bleachers, at an increase in the
contract price of $917.00.
Listed below is the estimated total construction cost:

This cost does not include the Architect's Fee or construction inspection
costs.
Councilmen Reilly and Quiel have stated that they are willing to have
their Park Extension Fee Funds applied to this project.
We recommend that Change Order No. One be approved.
URGENCY CLAUSE:
It is imperative that this Change Order be approved at the meeting of 2-16-87,
in order for the Contractor to maintain his schedule to complete all work by
the first home game of the San Bernardino Spirit.
