Notices to clean premises will be mailed to ap- proximately 4,500 owners on or about April 1, 1987. Prior to the April 1st date, it is necessary to advertise for bids from weed abatement contractors, award the bides} and to complete certain other administrative activities re- quired by the program. This year, authority is being requested to advertise for bids in two catego- ries: 1. Discing and hand-cleaning 2. Hand cleaning only Experience over a number of years indicates that those contractors having the large equipment necessary for discing, and the removal of heavy debris, dis- play little competitive interest in the hand-cleaning portion of the work. The cleaning of parkways, areas next to fences, etc. requires more personnel, additional supervision, and the bids submitted reflect this extra cost. Some properties, particularly those with structures, require no discing, and a "hand-cleaning only" contractor can do the job more economically. It is requested, therefore, that bids be sought from contracting parties in- terested only in the hand-cleaning portion of the program, - in addition to bids from contractors interested in both the dlscing and the hand-cleaning. Because of lower overhead, lower insurance requirements, and the City being able to provide a more flexible work schedule, individuals with lawn main- tenance services, etc., who are unable to perform the heavier work, would be able to bid. Bids for hand-cleaning would be accepted in order to establish a list of in- terested, qualified, contractors who would be called upon in notation, through- out the year, to handle problem properties as necessary. JUSTIFICATION FOR PLACEMENT ON SUPPLEMENTAL AGENDA Due to the backlog of individual properties requiring cleanup, as a result of inspections by the Fire Department, Department of Building & Safety and Planning Department, it is necessary that bids for hand-c1eaninq contractors be advertised as soon as possible. 75-0264
