Background A Seccombe Lake Study Team, consisting of Agency Staff, City Staff and Councilaembers Estrada and Reilly, met on January 30, 1987 to discuss a tentative plan for the Seccombe Lake Area. The boundaries for the study area are as follows and are outlined on the attached map: Third Street on the south to Ninth Street on the north Waterman (both sides) on the East to Sierra Way (both sides) on the West o The Planning Department has prepared a proposal to complete an overlay district progr8JII for the Study Area. The components of this progr8JII will include: Land use, architectural design, sinage, on-site landscaping and streetscape and will include concepts regarding the formation of a Citizens Advisory Committee for the Study Area. This program will be similar in concept to that which has been established for the Central City South Overlay District. The Planning Department has agreed to complete the program if approved, within a 90 day period for a cost of *21,848. Anticipated Benefits Staff has received serious inquiries from developers regarding the redevelopment of the Seccombe Lake area, an interest undoubtedly ignited by the most successful renovation of Seccombe Lake Urban Park. The area surrounding the park is plagued by physical and economic blight and, thus, becomes the subject of interested developers. The primary objective of the Plan is to recognize inappropriate general plan designations and inconsistent zoning designations which, once corrected, will open the door to redevelopment. Recomaendations The Redevelopment Committee recommends and Staff concurs, that the Agency enter into an agreement with the Planning Department to prepare an overlay district program for the Seccombe Lake Study Area within a 90 day period. The Committee further recommends that staff submit for review at a future meeting the proposed makeup of an Advisory Committee to meet with the study team, staff and planning at benchmarks in the overlay process. o 2209G/mlj 2/16187 o o o o 1 RESOLUTION NO. o 2 RESOLUTION OF THE CITY OF SAN BERNARDINO AUTHORIZING THE EXECUTION OF AN AGREEMENT WITH THE REDEVELOPMENT AGENCY OF THE 3 CITY OF SAN BERNARDINO RELATING TO PLANNING SERVICES FOR THE SECCOMBE LAKE OVERLAY ZONE. 4 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF 5 SAN BERNARDINO AS FOLLOWS: 6 SECTION 1. RESOLUTION OF THE COMMUNITY DEVELOPMENT COMMISSION OF THE CITY OF SAN BERNARDINO AUTHORIZING AND DIRECTING THE EXECUTION OF AN AGREEMENT BETWEEN THE REDEVELOPMENT AGENCY OF THE CITY OF SAN BERNARDINO AND THE CITY OF SAN BERNARDINO RELATING TO PLANNING SERVICES FOR THE SECCOMBE LAKE OVERLAY ZONE. BE IT RESOLVED BY THE COMMUNITY DEVELOPMENT COMMISSION OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION 1. The Chairman and Secretary of the Community Development Commission of the City of San Bernardino are hereby authorized and directed to execute for and on behalf of the Redevelopment Agency of the City of San Bernardino an agreement ] with the City of San Bernardino relating to planning services for 12 the Seccombe Lake Overlay Zone, with such non-substantive changes 13 to said agreement as may be approved by the Chairman and Agency 14 Counsel. The components to 19 be prepared by the Planning Department of City shall include land 20 use, architectural design, signage, on-site landscaping and 21 streetscape, and concepts for a citizens advisory committee for 22 the study area. The OR~ Seccombe Lake Study Team has requested the Planning ~E~~ ~ Department to submit this proposal outlining a work program to complete an overlay district for the study area. The overlay concept is envisioned as a means of providing a land use plan and development standards to help the area reach its maximum potential. A similar program has been established for the Central City South Overlay District. ------------------------------------------------------------- 1. Land Use Proaram: This component will collect and analyze existing land uses, existing zoning, and existing General Plan designations and make recommendations on any proposed changes needed to improve the area while protecting the Central City East Redevelopment Plan. Recommendations may include changes in zoning and General Plan designa- tions as well as modification to vehicular and pedestrian circulation patterns. 2. Architectural Desian Proaram: o Guidelines, policies and standards for development will be proposed for all new projects as well as improvements to existing uses. Emphasis will be given to treatment of building facades, treatment of parking and outdoor storage areas, and screening of mechanical equipment and loading areas. Architectural review procedures will be outlined along with review criteria listing appropriate materials and recommended design features. Sianaae Proaram A complete program for on- and off-site signage will be developed. Guidelines and standards will address all forms of signage including wall, monument, free standing, directional, projecting, and inappropriate signing. Specific standards as to size, type, placement and design of signs will be developed. An amortization program for inappropriate signage will also be included. 4. On-site Landscanina Proaram: Guidelines and criteria for private property (on-site) landscaping will be developed. Appropriate landscaping materials list will include species type and minimum size, density and planting criteria. Development criteria will consist of minimum standards and guidelines such as percentage of required landscaping, parking lot landscaping treatment, appropriate screening and buffer treatment. Interim landscaping measures for vacant or unsightly areas will be included. 5. streetscane Proaram: A program of off-site landscaping and streetscape design will be developed. Program shall include street cross- sections and design drawings featuring placement or installation of landscaping materials and other amenities. Standards shall include recommended plant listings, appropriate paving materials, street tree type and placement and minimum size and density criteria. Total program development costs will also be included. Specific design criteria will be developed for entryway treatment and other areas found within the public right- of-way. 6. PRODUCTS: 1. One (1) camera ready copy of the Seccombe Overlay District Framework describing each of five "programs. explained above. Each program contain a narrative, maps or other graphics development standards.
