Date
At its meeting of January 22, 1987, the Environmental Review
Committee (ERC) reviewed the Environmental Assessment prepared
for the improvements to Fiscalini Field (see attached). The
ERC found that the review met the requirements of the National
Environmental Policy Act (NEPA) and the California Environmental
Quality Act (CEQA).
The ERC recommended adoption of the Finding of No Significant
Impact pursuant to NEPA and adoption of the Negative Declaration
of Environmental Impact pursuant to CEQA with the mitigation
measures found on page 6 of the Environmental Assessment and
page 4 of the Environmental Impact Checklist.

Improvements to Fiscalini Field
Summary of Environmental Conditions, Findings and Conclusions and Mitigation
Measures.
Traffic and Circulation
The ratio of seats to parking spaces is approximately 9 persons per parking
space. The dirt lot to the south of the parking lot can be used for additional
parking, however, this creates dust and access concerns. It is recommended
that the dirt lot be paved and striped to provide adequate parking and unrestict-
ed circulation.
Noise
It is recommended that noise levels be measured during a game to determine if
mitigation measures are necessary.
Compatibility
The improvements to the ball park are consistent with its existing use and the
General Plan and zoning. The surrounding uses to the east and north are com-
mercial and to the west and south are other park facilities. Housing a pro-
ball team at Fiscalini Field brings a recreational amenity to the City of San
Bernardino.
Environmental Hazards
There are no hazards at present such as those associated with slope, erosion,
toxics, flooding and drainage. The improvements to the ball field will not
create any potential hazards. Minimal grading will be required which will
not include Perris Hill itself.
Services
The City provides services such as water, sewer, trash pick up, police and fire.
The potential intensification of use can be provided for and these services will
not be impacted.
Security
The ballfield and clubhouse will hsve an alarm system installed. The ball team
will be reaponsible for providing security during the games.

this case because the mitigation measures described on an attached sheet
have been sdded to the project. A NEGATIVE DECLARATION WILL BE PREPARED.
