STAFF REPORT
Program Supplement No. 15 was executed in 1981, to obligate $258,270
from Federal-Aid Urban Funds for preliminary engineering. Local funds in the
amount of $41,730 were needed to match these Federal-Aid funds.
Bills are now being submitted for costs incurred for right-of-way
acquisition. Program No. 15 (revised) will raise the obligation of Federal-
Aid Urban Funds from $258,270 to $668,205, to provide financing for these
bills. Local funds provided will need to be raised from $41,730 to $106,795,
an increase of $65,065.
The $668,205 represents the total amount of funds programmed with the
Federal Highway Administration, but can be exceeded if the actual costs are in
excess of this amount.
We recommend that Program Supplement No. 15 (revised) be approved.

RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO AUTHORIZING THE EXECUTION OF PROGRAM SUPPLEMENT
NO. 15 REVISED, TO LOCAL AGENCY-STATE AGREEMENT FOR FEDERAL-AID
PROJECTS NO. 8-5033 BETWEEN SAID CITY AND THE STATE OF CALIFORNIA,
ACTING BY AND THROUGH ITS DEPARTMENT OF TRANSPORTATION.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. The Mayor of the City of San Bernardino is
8 hereby authorized and directed to execute on behalf of said City
9 Program Supplement No. 15 Revised to Local Agency-State
10 Agreement for Federal-Aid Projects No. 8-5033 to authorize
11 certain safety improvements, between said City and the State of
12 California, acting by and through its Department of Transportation
13 a copy of which is attached hereto marked Exhibit "A" and
14 incorporated herein by reference as fully as though set forth at
15 length herein.
16 I HEREBY CERTIFY that the foregoing resolution was duly
17 adopted by the Mayor and Common Council of the City of San

SPECIAL COVENANTS OR REMARKS
1. The Local Agency agrees the payment of Federal funds will be
limited to the Detail Estimate amounts approved by the
Federal Highway Administration in the Federal-Aid Project
Agreement (PR-2l, or its modification (PR-2Al, and accepts
any increases in Local Agency Funds as shown on the Finance
or Bid Letter or its modification as prepared by the Office
of Local Assistance.
2. This Revised Program Supplement supersedes Program Supplement
approved by the Local Agency's Governing Body on January 5, 1981.
