STArr REPORT
This is to request that the Commission adopt the attached Resolution approving
the use of a facsimile signature by the Chairman of the Commission for checks
drawn upon all accounts of the Agency. The use of a facsimile signature by
the Chairman of the Commission has been a past practice of the Agency and has
facilitated the timely processing of checks. To continue this practice. It Is
required that the Commission adopt the attached Resolution in order for all
appropriate records of the Agency to be properly updated.

RESOLUTION OF THE COMMUNITY DEVELOPMENT COMMISSION OF THE
CITY OF SAN BERNARDINO AUTHORIZING THE PURCHASE AND USE OF A
FACSIMILE SIGNATURE ON CHECKS DRAWN UPON ALL ACCOUNTS OF THE
REDEVELOPMENT AGENCY

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
5 OF SAN BERNARDINO AS FOLLOWS:
6 WHEREAS, The Commission has by resolution authorized
7 certain individuals to sign and countersign checks, of the
8 Redevelopment Agency of the City of San Bernardino, and
9 WHEREAS, Government Code Section 5500 and Section 5501
10 govern the use of facsimile signatures by certain public
11 officers, and
12 WHEREAS, In accordance with the provisions of Government
13 Code Section 5500 and Section 5501 it would be beneficial and
14 convenient for the Chairman of the Commission to use a facsimile
15
signature in certain circumstances,
16 NOW, THEREFORE, BE IT RESOLVED THAT the Redevelopment
17 Agency of the City of San Bernardino is authorized to purchase
18 and use a facsimile signature of the Commission Chairman on
19 checks drawn upon all accounts of the Redevelopment Agency,
20 provided that an original signature of an authorized
21 countersigner also appears upon any such check;
22 BE IT FURTHER RESOLVED that all depositories of Agency or
23 Commission funds are authorized and entitled to honor all checks,
24 drafts, and other orders for payment of money, regardless of by
25 whom or by what means the actual or purported facsimile
26 signature(s) resemble the facsimile specimen from time to time

5 appears therein of an authorized countersigner;
6 BE IT FURTHER RESOLVED that the Chairman is directed and
7 authorized pursuant to the requirements of Government Code
8 Section 5501 to file with the Secretary of State his or her
9 manual signature under oath;
10 BE IT FURTHER RESOLVED that the facsimile signature may
11 only be used pursuant to written procedures provided to the
12 Agency Staff from time to time and kept on file.
