Recommended Motion: o (COMMUNITY DEVELOPMENT COMMISSION) A. Move that the Community Development Commission set a joint public hearing for 11:00 a.m. on October 2. 1989 to approve the Disposition and Development Agreement with Rockwell International Corporation. (MAYOR AND COMMON COUNCIL) B. Move that the Mayor and Common Council set a joint pUblic hearing for 11:00 a.m. on October 2, 1989 to approve and ratify the Disposition and Development Agreement with Rockwell International Corporation. Resp , o 10 I I ! , I Ij j I i o o o Redevelopment Agency S TAr r R E P 0 R T Staff recommends that the Mayor and Common Council and the Community Development Commission set a joint public hearing for 11:00 a.m. on October 2. 1989 prior to adopting the final resolution for the Rockwell Disposition and Development Agreement. BACKGROUND Rockwell Is expanding their current facilities located on Cooley Court. In return for certain considerations from the Agency, Rockwell will agree to: * Develop a 44,000 square foot research and development facility; Provide employment equivalent to a minimum of 1250 man-years over a five-year period, or reimburse the Agency $528 for each man year less than the minimum; and Complete all Improvements on the designated parking site. The following are proposed Incentives to be provided by the Redevelopment Agency: * * * Acquire a 6 acre site, known as APN No's 281-021-30 and 281-031-52 and enter Into a lease agreement whereby the site is leased to Rockwell for ten years with an option to purchase; and Reimburse Rockwell for all Improvements to the site, up to $600,000 (less the cost expended to acquire the site), The expansion will require approximately ten million ($10,000,000) In capital Improvements and lease expenses. Based upon the recent award of a federal contract, Rockwell expects business generated at this site to reach fifty million ($50,000,000) In 1989, and three hundred million ($300.000,000) In 1992, It Is estimated that the expansion will create approximately 200-250 jobs, and while a small core will be transferred in from other locations, the majority of the work force will be hired locally. * RECOMMENDA nON Under Section 33433 of the California Health and Safety Code, a joint public hearing and the adoption of a final resolution will be required to complete the matter, The recommended motions will set the public hearings for October 2, 1989 at 11:00 a.m, SHD:ND:sm:2322H
