BACKGROUND On June 3, 1989, the Redevelopment Agency acquIred at Trustee's sale, an IndustrIal buIldIng located at 5055 Hallmark Parkway, formerly owned by Hestslde CommunIty Development Corporation. In accordance wIth a covenant between the EconomIc Development AdmInIstratIon and the Redevelopment Agency, the Agency may use the property as a lIght Industrial incubator facIlIty for small busInesses. On July 7. 1989, the Agency invIted fIfty-one (51) consultants to submIt proposals to develop a long-term use, management and Implementation plan for the Hallmark buIldIng, The staff also ran ads In the local newspapers. As a result of the Request for QualIfIcatIons, two (2) consultant teams submitted proposals. On August 15 1989, Agency staff IntervIewed the proposers and based on the written proposals and the IntervIew, staff ranked InnovatIve Partners Inc. to be the best suIted for the Agency's needs, RECOMMENDED CONSULTANT InnovatIve Partners, Inc, is a San DIego fIrm that offers management advIsory servIces to small and medIum sIzed companIes, and start-up organIzations. Although the fIrm Is relatIvely new, It Is composed of team members who' have establIshed and managed Incubatorfacllltles of all types IncludIng high and low technology, servIce, and manUfacturIng. The fIrm has provIded start-up -.nagement of the San DIego Incubator CorporatIon sInce Its InceptIon. It Is currently completIng an assIgnment wIth Rutgers UnIversIty to establIsh an Incubator In New BrunswIck and recently performed a feasIbIlIty study and busIness plan for an Incubator to be developed by the Pasadena Development Corporation, RECOMMENDED CONTRACT Innovative Partners wIll: · IdentIfy and analyse all potentIal specIfIc uses allowable under the EDA general covenant related to an Incubator facIlIty, 2316H 2 o c o o o Redevelopment Agency . Review and analyse the current status of the building and It's physical condition. · Develop and recommend a specific long-term use polley. · Develop a management plan for the facility. · Develop a renovation plan and cost estimate, The cost will be billed at hourly rates, but is not to exceed $22,950 plus reimbursement for expenses estimated to be $3.600. RECOMMENDATION The attached contract for consulting services has been signed by Innovative Partners Inc. and has been approved as to form and legal content by Agency Counsel. The bull~lng Is located In the Agency's State College Redevelopment Project Area at 5055 Hallmark Parkway. San Bernardino. CalIfornIa 92405, ImmedIately adjacent to and west of Interstate 215 freeway. ConsIstIng of approxImately 18.000 square feet of gross area, the buIldIng was orIgInally constructed approxImately ten years ago by the Westside Community Development Corporation wIth funds provIded by the UnIted States Department of Commerce, EconomIc Development AdminIstration (EDA). The Agency also assIsted in fInancIng the project. As a result of a trustee's sale. tItle to the buIlding has now vested wIth the Agency. The use of the buIldIng Is restrIcted by a general covenant wIth EDA. The selected consultant wIll: 1. IdentIfy and analyze all potential specifIc uses allowable under the EDA general covenant related to an Incubator facilIty for small busInesses and light industrIal fIrms; 2. RevIew and analyze the current status of the buIlding to Include the amount of common and leasable square footage. general desIgn and layout, and current physIcal conditIon; 3. Survey the surroundIng communIty as It relates to the buIldIng's potential uses; 4. Based upon the data gathered. develop and recommend a specIfIc long-term use polley; 5. ConsIstent wIth the proposed long-term use, develop a specIfIc self-suffIcIent management plan whIch IdentIfIes the responsIble entIty for buIldIng management, outlInes fInancIal standards for space rental rates, common area maIntenance, securIty and utIlIty payments (includIng recommended standard lease/lIcense agreements), and establIshment of a capItal replacement reserve account. The management plan wIll also Include an analysls of the CIty's exIstIng system for processIng of CondItIonal Use PermIts (CUP) for buIldIng tenants and recommendations for streamlInIng the CUP process; c - 1 - , o :0 -. o o o Redevelopment Agency 6. Consistent with the building's proposed long-term use and management plans, analyze the building's physical Integrity and utility and develop a specific scope of worK and cost estimate for Its renovation Including tenant Improvements (as appropriate); 7. Coordinate all of the above worK with Agency staff. Meet one (1) time with the Redevelopment Committee, a committee composed of three (3) Commission members. Meet one (1) time with the Community Development Commission (the Agency's governing board). Meet with Agency staff as required; 8. Prepare Draft Report: The following work products shall be produced by the consultant and Included In the draft final report: a. Executive Summary; b. Analysis and description of potential building uses; c. Physical analysis; d. Community survey; e. Long-term use policy; f. Building management plan; g. Renovation plan; and 9. Delivery of Draft Final and Final Report: The consultant shall provide one reproducible quality copy of a draft final report (unbound) to the Agency for review and comment. Hlthln ten (10) working days of receipt of comments on the final draft report, the consultant shall deliver to the Agency one reproducible quality copy of the final report (unbound) plus all presentation boards, data materials and research materials.
