MINUTES
REGULAR MEETING
September 6, 1989
11:25 a.m.
The Community Development Commission/Redevelopment Agency meeting was
called to order at 11:25 a.m., on Wednesday, September 6, 1989, in the
Council Chambers of City Hall, 300 North "D" Street, San Bernardino,
California, by Chairman W. B. Holcomb.
ROLL CALL
Roll Call was taken with the following being present: Members Esther
Estrada, Jack Reilly, Jess Flores, Michael Maudsley, Tom Minor, Valerie
Pope-Ludlam, Norine Miller.
STAFF PRESENT
Steven H. Dukett, Executive Director; Dennis A. Barlow, Senior Assistant
City Attorney; Marshall Julian, City Administrator; Shauna Clark, City
Clerk; Katharine Peake, Recording Secretary.
Public Comments on Items not on Agenda. There were no public comments.
1. Community Development C~ssion/Redevelopment Agency of the City of
San Bernardino Minutes of August 21, 1989.
Commissioner Estrada made a motion, seconded by Commissioner Miller to,
approve the minutes of the meeting of the Community Development
Commission/Redevelopment Agency of the City of San Bernardino held on August
21, 1989, as submitted in typewritten form.
The motion carried by the following vote:
Flores, Mauds1ey, Minor, Pope-Ludlam, Miller.
Absent: None.
Ayes: Members Estrada, Reilly,
Noes: None. Abstain: None.
2. Redevelopment Committee Meeting/Redevelopment Agency of tbe City of San
Bernardino Minutes of August 10, 1989 and August 17, 1989.
Commissioner Estrada made a motion, seconded by Commissioner Miller to,
receive and file the minutes of the meeting of the Redevelopment Committee
Meeting/Redevelopment Agency of the City of San Bernardino held on August
10, 1989 and August 17, 1989, as submitted in typewritten form.
The motion carried by the following vote: Ayes: Member Estrada, Reilly,
Flores, Maudsley, Minor, Pope-Ludlam, Miller. Noes: None. Abstain: None.

3. Uptown RedevelopDent Project Area Citizens Advisory Committee Minutes
of July 20, 1989.
Commissioner Estrada made a motion, seconded by Commissioner Miller to,
receive and file the minutes of the meeting of the Uptown Redevelopment
Project Area Citizens Advisory Committee of July 20, 1989, as submitted in
typewritten form.
The motion carried by the following vote: Ayes: Member Estrada, Reilly,
Flores, Maudsley, Minor, Pope-Ludlam, Miller. Noes: None. Abstain: None.
Absent: None.
4. Convention & Visitor Bureau (CVB).
Commissioner Reilly made a motion, seconded by Commissioner Miller to,
authorize execution of $30,000 Agreement for Professional Services with the
San Bernardino Convention and Visitor's Bureau for fiscal year 1989-90.
The motion carried by the following vote:
Flores, Mauds1ey, Minor, Pope-Ludlam, Miller.
Absent: None.

RESOLUTION NO. 5201
RESOLUTION OF THE COMMUNITY DEVELOPMENT COMMISSION OF THE CITY OF SAN
BERNARDINO REPEALING RESOLUTION NO. 4274 RELATING TO THE ADOPTION OF A
PERSONNEL MANUAL.
Commissioner Miller made a motion, seconded by Commissioner Estrada to
waive further reading of the resolution and to adopt the reso1ution~
The motion carried by the following vote:
Flores, Mauds1ey, Minor, Pope-Ludlam, Miller.
Absent: None.
Ayes: Member Estrada, Reilly,
Noes: None. Abstain: None.
6. Adjourriment
Commissioner Minor made a motion, seconded by Commissioner Estrada to, '
adjourn to Saturday, September 9, 1989, in the Council Chambers of the City
Hall, 300 North "D" Street, San Bernardino, California.
The motion carried by the following vote:
Flores, Mauds1ey, Minor, Pope-Ludlam, Miller.
