Finance: ' Council Notes: 75-0262 Agenda Item No, :::$ -,s- - - CITY OF SAN BER,QRDINO - REQUEST ~R COUNCIL ACTION STAFF REPORT Since 1983 and with the establishment of the requirement that all subdivisions which have lots which back-up to major streets must landscape the area along the street and establish a landscape maintenance assessment district to maintain the landscaping, the work load in monotoring and administering the districts has increased tremendously. As an example, in 1983, we filed 4 asssessment rolls with the County, in 1984 we filed 7 rolls, in 1985 we filed 10 rolls, in 1986 we filed 13 rolls, in 1987 we filed 18 roll s, in 1988 we filed 20 roll s and in 1989 we filed 22 roll s wi th the County. In 1986, it became necessary to hire temporary full time help from April through July to assist in the necessary bookkeeping, preparation of the annual contracts and preparation of the districts for the tax rolls. In 1987, we hired full time temporary help from March through August, In 1988, temporary full time help was hired in April and has been conti nued to date. The present temporary employee will have been wi th us one year in September. The administration and monotoring of these maintenance districts is in addition to those contruction districts which are also involved and has nothing to do with the proceedings necessary for the establi shment of the districts. This annual increase in maintenance districts will continue and in 1990 we will be filing at least 26 rolls with the County. The scope of the districts is also changing to include street light maintenance, additional street sweeping, sewer lift station maintenance and recently to include security patrol. The entire wage for the temporary employee has been charged to the assessment districts and paid through assessments. The new position will also be charged in the same manner and is necessary to assist in the admi nistra ti on and monotori ng of the districts in perpituity. The amount assessed each year is also ever increasing and this year we will collect a total of $750,174.97. Your approval of this position will allow the Real Property Section to function in a more efficient manner without having to retrain temporary help every so often which costs us time and money. COMMENT: The requested position will be funded through Assessment District Accounts, therefore, the subject position will not have an impact on the General Fund. .~ S C.
