Recommended motion:
1. That a determination be made that the installation of a sewer main
in Western Avenue, from Highland Avenue to 24th Street, can be per-
formed by City forces.
2. That the allocation of $6,000, from Account No. 245-365-57701,
"Line Extension - Engineering," for the installation of a sewer
main in Western Avenue, from Highland Avenue to 24th Street,
be approved.

STAFF REPORT
The Knights of Columbus facility, on the southwest corner
of Western Avenue and 24th Street, is presently served by a
private sewer main. This main is subject to frequent blockages,
and consequently requires repeated maintenance.
In order to resolve this recurring problem, the Knights
of Columbus has offered to pay 50% of the cost for installing a
sewer main in Western Avenue to serve their facility.
Extension of a sewer main in Western Avenue, as depicted
on the attached map, would afford service to the vacant parcel on
the northwest corner of 24th Street, and could be extended up
Cajon Boulevard in the future. Therefore, this extension would
be in conformance with established City policy of requiring all
new developments to connect to the City's sewer system.
An estimate of $12,000 has been prepared by the
Department of Public Services for installation of this sewer main
by City forces. Section 12.20.010 of the Municipal Code provides
that the Mayor and Council can determine that any public project
can be done by City forces. The Department of Public Services
has indicated that they can perform this work. Therefore, we
recommend that a determination be made that the installation of a
sewer main in Western Avenue, from Highland Avenue to 24th
Street, can be done by City forces.
Plans for the installation of this sewer main will be
prepared by the Public Works Department.
It is also recommended that $6,000 be allocated from the
available balance for "Line Extension - Engineering" to finance
50% of the cost, with the other 50% being paid by the Knights of
Columbus.
