STAFF REPORT
Bids were opened on August 22, 1989, at 2:00 p.m. A
total of 4 bids were received, ranging from a low of $169,283.00
to a high of $353,050.00.
The low bid of $169,283 was 9.1% below the Engineer's
Estimate of $184,800.00.
Listed below is the project cost using the actual
contract amount:
Construction Contract $ 169,283.00
Engineering & Insp. (W.O. 1855 & 1856) 24,160.00
Sub-Total $ 193,443.00
Contingencies (15%):t 28,957.00
TOTAL $ 222,400.00
Funds have been allocated in Account No. 121-544-57954 in
the amount of $143,500.00 and in Account No. 21-544-57953 in the
amount of $94,300.00. There is a total of $237,800.00 available
for construction of these projects.
Staff recommends award of the contract to the low bidder.

RESOLUTION NO.
RESOLUTION . OF THE CITY OF SAN BERNARDINO AWARDING A
CONTRACT TOSTEINY AND COMPANY, INC. FOR INSTALLATION OF STREET
LIGHTS ON SOUTH "E" STREET, FROM MILL STREET TO ORANGE SHOW ROAD;
AND ON WATERMAN AVENUE, FROM CENTRAL AVENUE TO THE SANTA. ANA
RIVER.

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION
1.
Steiny
and
Company,
is
Inc.
the
lowest
responsible. bidder for the instaliation of Street Lights on South
"E" Street, from Mill Street to Orange.ShowRoad; and on Waterman
Avenue, from Central Avenue to the Santa Ana River, in accordance

contract is awarded to said bidder accordingly, but such award
shall be effective only upon the contract being fully executed by
all parties; all other bids therefore are hereby rejected; and
the Mayor is hereby authorized and directed to execute said
contract on behalf of the City; a copy of the contract is
attached hereto, marked Exhibit "A" and incorporated herein by
reference as fully as though set forth at length.
SECTION 2. This contract and any amendment or modifica-
tions thereto shall not take effect or become operative until
fully. signed and executed by the parties and no party shall be
obligated hereunder until the time of such full execution. No
oral agreements, amendments, modifications or waivers are
intended or authorized and shall not be implied from any actor
course of conduct of any party.
SECTION 3.
The authorization to execute the. above
26 referenced contract is rescinded if the parties to the contract
