In addition, paragraphs V, VI and VII below describe proposed staffing changes, requiring Mayor and Common Council approval. All changes listed below are included in the attached resolution. I On July 11, 1989, the Mayor and Common Council author- ized an additional clerical position in the Building and Safety Department to help support the department's Code Enforcement Program. This resolution reflects the increase from 2 Typist Clerk II positions to 3 positions in the Building and Safety Department. lIOn August 1, 1988, the Mayor and Common Council authorized the funding of an additional Animal Shelter Office Specialist to assist with paperwork for the Citation/Spay- Neuter Tracking Program. This resolution reflects the increase from 2 Animal Shelter Office Specialist positions to 3 positions. III On March 20, 1989, a new position of Literacy Program Coordinator was established and a Junior Librarian position was deleted: The newly created position of Literacy Program Coordinator is funded with a 4 year grant and was never intended to replace an existing Junior Librarian. Confusion arose since an incumbent Junior Librarian was performing the duties of Literacy Program Coordinator while the study was being conducted. The City Librarian clarified the matter following the above referenced Council Action. Thus, .we are requesting the re-establishment of the previous Junior Librarian position, which is currently budgeted. This would bring the total Junior Librarian positions budgeted back to 4. IV At the August 21, 1989, Council meeting, 6 new patcher positions, 1 new Dispatcher Supervisor position new Police Records Clerk I position were authorized. resolution reflects said changes. Dis- and 1 This V The Director of Planning has requested an additional Senior Planner position with the understanding that this position will be funded by RDA. Should RDA decide not to use planning services in the future, the funding could be lost and the status of the position would have to be re-evaluated. The newly created position would assist in the. preparation of plans and reports to the Planning Commission, working with RDA staff in assisting developers, and providing assistance to PAC's and specific support on Norton and ~t. Vernon proposed projects. On August 24, 1989, the Council Personnel Committee approved the request to increase the number of Senior Planners from 3 to 4 positions. 75-0264 . . o o VI The City Clerk has requested an additional Deputy City Clerk I position increasing the number from 2 to 3. This position would assist with the backlog of indexing resolutions and ordinance books which are approximately 1 year behind. This position will also transcribe the minutes from various Council meetings including items dealing with lawsuits. This material is needed by the City Attorney's Office to keep current with the status of civil litigations. The Council Personnel Committee approved this request at their August 24, 1989 meeting. VII The Director of Public Works/City Engineer & the Super- intendent of Public Buildings have requested the exchange of a vacant Electrician II position for a Maintenance Carpenter position. This would decrease the number of Electrician II positions from 3 to 2 and increase the number of Maintenance Carpenter positions from 2 to 3. A salary savings would occur since the Electrician II position is compensated 5% more than the Maintenance Carpenter position. The City Administrator recommends that this change be made. VIII The . Director of Parks, Recreation & Community Services, has requested the creation of a Community Employment Spec- ialist position and the deletion of the Community Services Representative position. This would involve the downgrade of a position and the employee supports the action requested by the department.
