As a part of the effort to develcp a ccuprehensive blight abate-
ment PLVlp.CIlll, staff has been asked to investigate the possi-
bility of establishin;J a prcperty maintenance PIU.:jLCIlll for elig-
ible owner-oocupied c1weJ.lin;J units located within the City
limits. ltlile tUne did not pexmit a detailed analysis and
identification of fl.IndinJ MOeSE'llZY to inplement such a program,
certain issues were identified that shcW.d be considered durin;J
the plogt:all\ develcpnent process.
Initially, a prelimi.naIy determination shcW.d be made ~
the scope of the prcblem. Olrrently, cpinions differ sharply as
to the number of households that might be eligible for such a
program. One possible means for detennini.rq interest and,
subsequently, eligibility \>'CUld be to have a telElli10ne J1Innho>r
which a potentially eligible person could call and provide staff
