STAFF REPORT
Industrial and commercial properties frequently change owners/operators
and allow landscaped areas to die; become weed patches; and, in
general, become a greater eyesore than if no planting had ever taken
place. Rather than have the community endure these (potentially
attractive) problems, it is proposed that an ordinance be drawn which
would grant the City a superimposed easement on the property, to
permit City personnel to enter the area to weed, fertilize, mow, etc.,
and to restore the landscaping as an enhancement to the property and
to the surrounding properties (as was originally intended).
There is precedence for such maintenance, on a somewhat different
basis, in the Maintenance Districts which have been established in
conjunction with new developments. watering may be a problem with
respect to some properties; however, there are solutions to this also
even though the result may be expensive for the property owner.
An ordinance implementing a program of this nature is currently in
the formation stages and could be operative in the near future.

STAFF REPORT
The City of San Bernardino's Sign Ordinance has not kept pace with the
new development in the city, nor with the ordinances of other large
Cities attempting to remove cluttered, unsafe and makeshift signs. There
are hundreds of abandoned and unused signs in San Bernardino which add to
the blight and unsightliness of the community's business and industrial
areas.
An assertive program of annual inspections is needed Whereby every sign
in the city is examined for structural safety as well as conformance to
height and size requirements, proper zoning, location with respect to
pedestrian safety, etc.
Homemade signs, banners and sandwich boards on sidewalks and parkways
cheapen the city and exacerbate the deteriorated image which certain
blocks in our commercial districts have -- just because of the age of
the buildings and lack of painting and repair.
The present sign ordinance/regulations/planning requirements are in
need of re-statement and reinforcement in terms of policy and
administrative backup.

STAFF REPORT
There is a growing awareness on the part of the citizens of
San Bernardino that the r_oval of blight and making this
community a better place to live and work is everybody's
business, and that regulations that assist in correcting and
preventing deterioration and trashy conditions cannot be
enforced without citizens' cooperation.

It is not unusual for small contractors and others to
illegally dump concrete, asphalt and other debris on vacant
lots and other properties in various parts of the city.
Juveniles, with no regard for the property rights of others,
deface buildings, walls, automobiles and other private
property with graffiti and other forms of vandalism.
If a system of reward for the apprehension and conviction of
such violators could be developed, it could mean a drastic
reduction in this type of blight and convictions would serve
as a warning to others that such conduct will not be
tolerated in San Bernardino.
with respect to the removal of graffiti, one of the difficult
problems frequently encountered is graffiti on walls and
homes occupied by disabled people unable to r_ove it or
paint it out. Using some of the "set-aside" funds, the City
may be able to establish' a program to contract for such
removal in verified cases. Also, the disabled frequently do
not have the ability or resources to clean their yards and to
re-paint. "Set-aside" funds could also be utilized to assist
in such situations. Funds expended in this fashion by the
city could be developed as a lien against the property, in
the event the property was sold or changed hands at a later
date.

STAFF REPORT
The number of "take-out" restaurants and mini-markets, which dispense
sandwiches, cold drinks, coffee, etc., have greatly proliferated in
the past ten years. While these establishments provide trash containers
on their premises for the paper sacks, wrappings, napkins, cups and
styrofoam containers, those customers who either walk out, or drive out,
with their purchases are not utilizing these receptacles. Much of this
trash is thrown, dropped or otherwise deposited on city streets, parkways,
front lawns and other convenient disposal sites.
While the establishments, per se, do a fairly good job of policing their
own premises, they are the source of much of the litter we find blowing
along streets and being caught in hedges, weeds and tall grass. In view
of the profit realized by these establishments, it seems appropriate
that they aid in the cleanup.
One sure way of effecting such participation is in the charge made for
the privilege of doing business in the city. A review of the business
license fees of take-out restaurants, mini-markets which serve take-out
food, gas stations which are also adding such items to the services
they offer, seems to be in order.

STAFF REPORT
The Code Enforcement program has increased, both in scope and
intensity of activities. During the periodic "sweeps"
conducted in conjunction with the City Attorney's Office,
some of the conditions warranted the assignment of a Police
Officer and some did not. The presence of the uniform,
however, added a formality which was very helpful. In a few
cases, the Officer was required, due to illegal activities
requiring an arresting authority.
On a day-to-day basis, Code Enforcement Officers visit many
properties on a solo basis. It is felt that some type of
uniform.. and visible badge ,would re-enforce the Code
Enforcement Officers' image as a City official. Animal
Regulation and Parking Control Officers wear such uniforms,
currently, and we have received no adverse comments relative
to "intimidation", "abuse of authority", etc.
They are occasions where gates are locked, dogs are not
restrained and Officers have difficulty in gaining access to
make their inspections. There are also situations where
residents are either fearful or belligerent because the
Officers are not readily identifiable. Providing a shirt and
trousers, and badge/patch should mitigate some of the
problems encountered and be an effective PR tool for the
City.
