CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION
STAFF REPORT
The Water Department staff has been working with Southern Cal ifornia Edison
Company (SCE) to relocate their existing 66 KV transmission line at the
Wastewater Treatment Plant. A temporary easement was granted to SCE in November,
1988 to relocate the power line that was within the construction area of the
Aeration Improvement project. Exhibit "1" shows the existing and proposed
alignment of the transmission line.
The existing alignment interferes with the current Air Supply Corrective Action
project and the upcoming Primary Hydraulic Reliability project. The proposed
alignment within the plant boundary places the power line along the eastern edge
of the property adjacent to the San Bernardino County Flood Control. The
proposed alignment turns east and crosses the flood control channel within an
existing SCE right-of-way. East of the flood control channel, the existing
alignment up to Dumas Street is proposed to be moved to the property edge along
the flood control channel. A new easement must be obtained from the City of
Riverside for a portion of the easement east of the channel. The northern
portion of the proposed alignment is our property owned by the City of San
Bernardino where the East Bar Screen of the Wastewater Treatment Plant is
located.
The Board of Water Commissioners has approved the proposed alignment and has
entered into an agreement with Southern California Edison for the relocation,

WHEREAS, the City of San Bernardino owns property within a
portion of Lots 13, 23 and 24 of Block 54, Rancho San Bernardino,

on which the City's Wastewater Treatment Plant is located; and

WHEREAS,

requested
that
Southern
California
Edison
relocate a portion of its 66 kv transmission line facilities to
allow for expansion of Wastewater Treatment Plant facilities; and

WHEREAS, the proposed alignment has been reviewed and approved
by the Board of Water Commissioners.

NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL
OF THE CITY OF SAN BERNARDINO AS FOLLOWS:

SECTION ONE:
That the City of San Bernardino agrees to grant

to Southern California Edison Company, a corporation, a 25' wide

easement across City owned property for a transmission 1 ine in
accordance wi th

the agreement which is attached hereto, marked
Exhibit "A", and incorporated herein by reference as though fully
set forth at length herein.

SECTION TWO:
That the Mayor of the City of San Bernardino
18 hereby authorized to execute said agreement on behalf of the
City of San Bernardino.

Confirming our verbal understanding, it is understood and agreed that you
will grant to the Southern California Edison Company, a corporation, an
easement across your property in the following location:
As shown in yellow on the attached Exhibits "A" and "B".
As soon as the correct descriptions can be written, easements will be
prepared and delivered to you for execution.
It is understood and agreed that it may be necessary to commence
construction upon completion of the final surveys, prior to the time the
formal easement can be prepared and presented to you for execution and
delivery. It is, therefore, understood and agreed that the Southern
California Edison Company is granted permission .to begin such
construction prior to the execution and delivery of such easement.
