STAFF REPORT
While I was in Charleston, South Carolina, at the U. S.
Conference of Mayors meeting, I had the opportunity to
observe the Urban Forest Program in the City of Charleston.
This is a very successful and popular program and could be
easily replicated here. Attached is copy of my memorandum
to Annie Ramos, and her reply, dated July 7, 1989.
I urge the Council to approve this program, in principle,
and request that Park & Recreation formalize a program of
tree planting in our City and bring back the program for
Council approval within the earliest reasonable time frame.

In response to your attached memo and after reading the
brochure you provided me regarding the Charleston Urban
Forest Program I have found their program to be effective and
with viable merits.
The urban forest program itself is a worthwhile one. As
a park department we fully appreciate, support and promote
the planting and proper maintenance of trees and vegetation
not only in parks, but city-wide.
A city's image and the physical and psychological well
being of its' citizens are affected by the amenities or lack
of amenities within the environment they live in. However,
this sentiment is not shared by many who do not fully under-
stand the interaction of our atmosphere with surrounding
vegetation and how it affects our daily living.

I fully support a similar urban forest program for the
City of San Bernardino. It is the parks department goal to
enhance the availability of our open spaces as well as the
landscaping aesthetics in our community.
In your consideration of this program please keep in
mind that the Council took action in 1984 placing a morator-
ium on street tree planting within the City. This action
should be repealed in order for the urban forest program to
go forward.
As the tree planting moratorium was placed as a result
of cost cutting efforts by the city, long term maintenance
costs for trimming must once again be provided through future
enhancement of the street tree budget.

Charlestonians. Indeed, Charleston's stately street trees are as
much a part of her proud heritage as the antebellum structures
they shade,
To preserve this important part of our past, we must invest in
the care of our existing trees. To insure future lasting beauty
and a pleasant, productive atmosphere for Charleston's citii.ens
and visitors alike, we must plant new trees. Taking these
measures now will insure a balance of mature trees through out
the city for years to come.
Imagine, you can reap valuable tangible and intangible
benefits by simply planting a tree.
1. Trees Are Beautiful. Spring flowers, varied leaf types and
branching patterns, and colorful Fall foliage add to the beau.

to our sometimes harsh urban landscape and they provide a
continuing interaction with nature.
Our Plan
The City of Charleston will offer 10'. 12' trees with 2". 21fz"
trunks to all city residents. (Palmettos will be substantially
larger.) Trees will be planted by the city along our city str'~ets
within the public right.of.way. The type of tree to be planted will

Architect following a field survey of your neighborhood. ':-:.:;ctors

height, canopy spread. root structure and salt tolerance will be
taken into consideration to insure the appropriate type at 'ree is

and arrange for their transportation and planting. In keeping
with sound horticultural principles. palmettos will be pl:mted
during the warmer months.
The resident's main responsibility, after a tree has been plac-
ed with them, is to keep the tree properly watered. Watering will
demand some attention during the first year and some etfective
watering techniques are discussed below. A watchful eye and
prompt alert will also aid the Department of Palks in Cd"_e of ,my
unforseen problems with the new tree. After the first ~ear, H'e
trees will be pruned and maintained as a part of Charlestons ur.

Memorials and Gifts
Planting a tree is a wonderful and thoughtful way to
remember loved ones and friends_ If you would like to purchase
a tree as a living memorial or gift, fill ;n the appropriate informa-
tion on the order form. A certificate which denotes the tlonored
person (or event), the benefactor, type of tree and its location
will be mailed to you.
Maintaining Charleston's Heritage
If you are interested in assisting the city in the preservdtion of
its natural beauty, you are asked to share only in the wholesale
purchase price of the trees. Installation and other services will
be provided by the city. To purchase a tree for the front of your
home or business, or for your favorite park, or as a gift or
memorial, please mail a check for the price indicated on the
enclosed order form.
