Recommended motion: That the request of the Knights of Columbus to increase bingo sessions from two per week to three per week and raising the per session prize limit to $10,000 be referred to the Legislative Review Committee. A number of changes have occurred since that time concerning such operations, princi- pally the institution of bingo at the San Manuel Indian Reservation. The request of the Knights of Columbus mayor may not be typical of the desires of the several other organizations which sponsor such games. However, the competitive aspect of Indian bingo probably is a factor with respect to the other operations. The phrasing of Section 5.36.060 that bingo games shall not be sions in anyone week. From an historical perspective, the Mayor and Council may recall that the aspect of competition between organizations was a factor when these regUlations were first adopted. TO: The /lonorable Mayor and Common Council. xE: Propo~ed changes in Bingo Ordinances tA) On behalf of Knights of Columbus Council 905, we are requesting a change in the present regulations concerning the playing of bingo games in the City of San Bernardino. Section 5,36.060 of the City Code prohibits the playing of more than two sessions of bingo in anyone week along with a $5,000.00 limit in prize money in anyone session. The State law has no such restrictions and leaves this up to the local jurisdiction. Since the inception of bingo at the local Indian reservation many local civic and religious groups that used Bingo as a method of fund raising have been forced to close as Indian Bingo has no limits as to prize amounts and number of sessions played per week. AS we cannot compete with Indian Bingo on an equal basis our only chance is to cater to the small players by having a small buy-in with a larger payoff than is presently allowed. Our council has. been able through our bingo profits to provided food sufficient for 400,000 meals to needy individuals from our food program this past year uS we.! 1 ,JS support other charitable programs such as youth activities _in the local community. A change in the present ordinance allowing up to three Bingo sessions d week and increasing the maximum payoff to $10,000.00 a session would greatly increase our council's ability to increase our support for these programs that might otherwise have to be met from local tax revenues.
