STAFF REPORT
Bids for the replacement of freeway sign panels, with the
legend of "Auto Plaza Drive," were opened at 2:00 p.m. on
Tuesday, 8-8-89.
A total of 2 bids were received, in the amounts of
$9,500.00 and $12,504.00. The low bid of $9,500 is 24.6% under
the Engineer's Estimate of $12,600.
Listed below is an estimate of the total project cost,
based upon the actual low bid price:

The sign panels will be acquired through Caltrans'
purchasing process. A check from the Redevelopment Agency, in
the amount of $14,000, has been submitted to Caltrans to finance
the acquisition cost for the replacement sign panels.
Paragraph 4, of the Second Amendment to the OWner's
Participation Agreement, provides that the estimated cost of
$30,000 will be borne equally by the Redevelopment Agency and the
Participating Owner (Auto Plaza). All costs incurred for this
project will be reimbursed by the Redevelopment Agency.
We recommend that a contract be awarded for the low bid.
URGENCY CLAUSE:
Replacement of these sign panels will direct traffic on the
freeway to the Auto Plaza, which will increase their sales.
Since the City receives a portion of these monies, it is in our
interest to have these panels replaced as soon as possible.

RESOLUTION NO.
RESOLUTION OF THE CITY OF SAN BERNARDINO AWARDING A
CONTRACT TO PETERSON-CHASE GENERAL ENGINEERING CONSTRUCTION FOR
REPLACEMENT OF SEVEN OVERHEAD SIGN PANELS ON ROUTE 1-215, FROM
ROUTE 1-10 TO MILL STREET.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION
1.
Peterson-Chase
General
Engineering
Construction is the lowest responsible bidder for replacing seven
overhead sign panels on Route 1-215, from Route 1-10 to Mill
Street, in accordance with Plan No. 777l, for the total amount of
$9,500.00, and a contract, is awarded to said bidder accordingly,
but such award shall be effective only upon the contract beinq
fully executed by the parties; all other bids therefore are
hereby rejected; and the Mayor is hereby authorized and directed
to execute said contract on behalf of the City; a copy of the
contract is attached hereto, marked Exhibit "A" and incorporated
herein by reference as fully as though set forth at length.
SECTION 2. This contract and any amendment or modifica-
tions thereto shall not take effect or become operative until
fully signed and executed by the parties and no party shall be
bligated hereunder until the time of such full execution. No
ral agreements, amendments, modifications or waivers are
Ontended or authorized and shall not be implied from any act or
ourse of conduct of any party.
SECTION 3. This resolution is rescinded if the parties
o the contract fail to execute it within sixty (60) days of the
assage of this resolution.
