The Community Development Commission/Redevelopment Agency meeting was called to order at 11:00 A.M., on Monday, July 17, 1989, in the Council Chambers of City Hall, 300 North "0" Street, San Bernardino, California, by Chairman W. R. "Bob" Holcomb. ROLL CALL Roll Call was taken with the following being present: Members Esther Estrada, Jack Reilly, Jess Flores, Michael Maudsley, Tom Minor, Valerie Pope-Ludlam, Norine Miller. STAFF PRESENT Steven H. Dukett, Executive Director; James Penman, City Attorney; Marshall Julian, City Administrator; Sandra Medina, Deputy City Clerk; Katharine Peake, Recording Secretary. Public Comments on Items not on Agenda. There were no public comments. 1. Community Development Commission/Redevelopment Agency of the City of San Bernardino Minutes of June 10. 1989, June 19, 1989. July 5, 1989 and July 10, 1989. Commissioner Miller made motion, seconded by Commissioner Pope-Ludlam, to approve the minutes of the meetings of the Community Development Commission/Redevelopment Agency of the City of San Bernardino held on June 10, 1989, June 10, 1989, July 5, 1989, and July 10, 1989, as submitted in typewritten form. The motion carried by the following vote: Ayes: Members Estrada, Reilly, Flores, Maudsley, Pope-Ludlam, Miller. Noes: None. Abstain: Member Minor for the meetings of June 10, 1989 and June 19, 1989. Absent: None. 1 I, a., July 17, 1989 o o o o o 2. Redevelopment Committee Meeting/Redevelopment Agency of the City of San Bernardino Minutes of June 22. 1989. June 29, 1989 and July 6. 1989. Commissioner Miller made a motion, seconded by Commissioner Pope-Ludlam, to approve the minutes of the meetings of the Redevelopment Committee Redevelopment Agency of the City of San Bernardino held on June 22, 1989, June 29, 1989 and July 6, 1989, as submitted in typewritten form. The motion was carried by the following vote: Ayes: Members Estrada, Reilly, Flores, Maudsley, Minor, Pope-Ludlam, Miller. Noes: None. Abstain: None. Absent: None. 3. Transfer of Ownership of Shandin Hills Golf Club Commissioner Miller made a motion, seconded by Commissioner Estrada, to continue this item to the meeting of the Community Development Commission/Redevelopment Agency of August 7, 1989, to consider this item and to receive a report that if ownership of the Shandin Hills Golf Club is transferred to Jim Colbert Golf, Inc., the lease document will contain provisions to insure that the interests of the citizens of San Bernardino will be protected against unfair increases in green fees. The motion was carried by the following vote: Ayes: Members Estrada, Reilly, Flores, Maudsley, Minor, Pope-Ludlam, Miller. Noes: None. Abstain: None. Absent: None. 4. Potential UDAG Applications Commissioner Estrada made a motion, seconded by Commissioner Flores, to set a public hearing at 11:00 A.M. on July 24, 1989 to obtain public testimony regarding pOSSible applications for Urban Development Action Grants and to set a public hearing at 11:30 A.M. on July 24, 1989 to obtain publiC testimony with respect to authorizing application for Urban Development Action Grants. The motion was carried by the following vote: Ayes: Members Estrada, Reilly, Flores, Maudsley, Minor, Pope-Ludlam, Miller. Noes: None. Abstain: None. Absent: None. 5. Adjournment Commissioner Miller, seconded by Commissioner Estrada, made a motion to continue the meeting to July 24, 1989, at 11:00 A.M. in the Council Chambers of City Hall, 300 North "0" Street, San Bernardino, California. The motion was carried by the following vote: Ayes: Members Estrada, Reilly, Flores, Maudsley, Minor, Pope-Ludlam, Miller. Noes: None. Abstain: None. ROLL CALL Roll Call was taken with the following being present: Members Jack Reilly, Jess Flores, Michael Maudsley, Tom Minor, Norine Miller. Absent: Esther Estrada, Valerie Pope-Ludlam. STAFF PRESENT Steven H. Public Comments on Items not on Agenda. There were no public comments. TO BE HEARD AT 11:00 a.m. 1. Joint Public Hearing - Potential UDAG Applications Commissioner Flores opened the Public Hearing. John Hoeger, Development Manager, addressed the Commission and stated that the Public Hearing is required by HUD to give the public an opportunity to review the concept of the proposed UDAG applications and said that no action was required. No public comments were offered. Commissioner Miller made a motion, seconded by Commissioner Maudsley, to close the Public Hearing. The motion carried by the following vote: Ayes: Member Reilly, Flores, Maudsley, Minor, Miller. Noes: None. Abstain: None. Absent: Estrada, Pope-Ludlam. COMMISSIONER ESTRADA ARRIVED AT 11:17 A.M. 1 July 24, 1989 1802R /.b o o , TO BE HEARD AT 11:30 a.m. 2. Joint Public Hearing - UDAG Application Authorization Commissioner Flores opened the Public Hearing. Gary Wagoner, Project Manager addressed the Commission and stated that staff is asking for the Commission to authorize the Mayor to sign two UDAG applications; one for the Court & "E" Street project and the other for the Sunwest Professional Park. He said that the applications are being prepared now, and that copies would be available for their review. He said that the applications have to be in HUD's office no latter than July 31, 1989. Commissioner Minor asked if another Public Hearing would be needed when the applications are prepared. Gary Wagoner, stated that no other public hearings is required by HUD. Commissioner Maudsley asked if the Commission is approving the wrong appl ication. Gary Wagoner, stated that the application is not prepared. Commissioner Estrada, stated that staff is not asking approval for the submission of the application but the approval of the submission of an application for-i UDAG grant. She asked if staff was going to be able to obtain the information from the developer before the July 31, 1989 deadline. She further stated that in her opinion the UDAG application is something the City is participating in for the purpose of assisting these two projects to make them feasible. Gary Wagoner, stated that the developer had told him that as his staff was gathering the needed information from their computer a malfunction occurred and they lost their computer data thus creating a delay. Commissioner Estrada, expressed her concerns relative to the situation being that the developer is not certain that he wants to proceed with the project. She said that she did not want the City to end up in the same situation like the Medical Center Drive and Baseline Project with the UDAG application where the City gets the UDAG and now nothing is being done for a lot of reasons. She said that she was trying to find out if the developer is truly committed to move forward with the projects. Gary Wagoner stated that Agency staff is presently negotiating an agreement with the developer. Commissioner Estrada asked Mr. Wagoner to state for the record as to whether there are any other projects that could have been considered for this UDAG application. Gary Wagoner said that staff did look at several other projects and stated that the already mentioned projects seemed the most likely. 2 Ju ly 24, 1989 1802R - o o Commissioner Estrada asked Mr. Wagoner if the problems that staff is having now in terms of completing the application is not due to any economic changes or anything having to do with the feasibility of the project to his knowledge. Gary Wagoner responded that it was a simple mechanical problem, wherein the developer is trying to put the needed information together. No public comments were offered. (B) RESOLUTION NO. 89-287 RESOLUTION OF THE CITY OF SAN BERNARDINO AUTHORIZING AND DIRECTING THE MAYOR TO EXECUTE AND SUBMIT AN APPLICATION TO THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT FOR A PORTION OF THE SUNWEST PROFESSIONAL PARK AND RELATED PARKING STRUCTURE. (C) RESOLUTION No. 89-288 RESOLUTION OF THE CITY OF SAN BERNARDINO AUTHORIZING AND DIRECTING THE MAYOR TO EXECUTE AND SUBMIT AN APPLICATION TO THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT FOR THE COURT AND "E" STREET OFFICE BUILDING DEVELOPMENT. Commissioner Estrada made a motion, seconded by Commissioner Reilly, to close the public hearing, to waive further reading of the resolutions and to adopt resolutions (B) and (C). The motion carried by the following vote: Ayes: Member Estrada, Reilly, Flores, Maudsley, Minor, Miller. Noes: None. Abstain: None. Absent: Pope-Ludlam. 3. Adjournment Commissioner Estrada made a motion, seconded by Commissioner Reilly, to adjourn to Monday, August 21, 1989, in the Council Chambers of City Hall, 300 North "0" Street, San Bernardino, California.
