MOTION: That the Mayor and Common Council and Community
Development Commission recess to closed session for the
following:
A. Conference with legal counsel ? existing litigation ? pursuant to
Government Code Section 54956.9(a).
B. Conference with legal counsel ? anticipated litigation ? significant
exposure to litigation ? pursuant to subdivision (b) (1), (2), (3) (A-F) of
Government Code Section 54956.9: one case.
C. Conference with legal counsel ? anticipated litigation ? initiation of
litigation ? pursuant to subdivision (c) of Government Code Section
54956.9.
D. Closed Session ? personnel ? pursuant to Government Code Section
54957.
E. Closed session with Chief of Police on matters posing a threat to the
security of public buildings or threat to the public?s right of access to
public services or public facilities ? pursuant to Government Code
Section 54957.
F.Conference with labor negotiator ? pursuant to Government Code
Section 54957.6.
G. Conference with real property negotiator ? pursuant to Government Code
Section 54956.8.
2. Budget deliberations ? Fiscal Year 2007/08 ? discuss and take possible action
concerning proposed City budget.
A. Resolution of the Mayor and Common Council approving and adopting
the City of San Bernardino?s Final Budget for Fiscal Year 2007/08 and
establishing the City?s appropriation limit as required by Article XXIII B
of the California State Constitution. (Resolution not available at time of

MOTION: That full reading of resolution 2A be waived; and that said
resolution be adopted;

B. Resolution of the Mayor and Common Council of the City of San
Bernardino, CA, authorizing the City of San Bernardino to continue
expenditures into the 2007/08 Fiscal Year at the same budgeted level as
the 2006/07 Fiscal Year, pending final approval of the 2007/08 Budget.

MOTION: That full reading of resolution 2B be waived; and that said
resolution be adopted.
3. Proposed Economic Development Agency Fiscal Year 2007/08 budget and
amendments to Agency Personnel Policies and Procedures.
(Community Development Commission)
A. Resolution of the Community Development Commission of the City of
San Bernardino, California approving the Economic Development
Agency?s Budget with the exception of those portions of certain budget
lines which are related to the Uptown Redevelopment Project Area for
fiscal year 2007-08 with such amendments, changes and modifications as
are specifically authorized by said Commission.
B. Resolution of the Community Development Commission of the City of
San Bernardino, California approving the Economic Development
Agency?s Budget for those portions of certain budget lines which are
related to the Uptown Redevelopment Project Area for the fiscal year
2007-08 with such amendments, changes and modifications as are
specifically authorized by said Commission.
C. Resolution of the Community Development Commission of the City of
San Bernardino, California, approving amendments to Exhibits ?A?, ?B-
1?, Section 6-A, Section 8-F, and Section 17-A; and addition of ?C?
Exhibits, job descriptions, of the Personnel Policies and Procedures for
all employees of the City of San Bernardino Economic Development
Agency.
MOTION: That full reading of resolutions 3A, 3B, and 3C be
waived; and that said resolutions be adopted.

possible November 2007 ballot measure to modernize the City?s Utility User?s
Tax ordinance. (See Attached)
5. Adjournment.
MOTION: That the meeting be adjourned to 5:30 p.m., Monday, June 25,
2007, at the County Government Center Rotunda downtown, 385
North Arrowhead Avenue, San Bernardino, California, for a
special Urban Land Institute ?Welcome? Reception.
NOTE: The next joint regular meeting is scheduled for 1:30 p.m., Monday,
July 2, 2007, in the Council Chambers of City Hall, 300 North ?D?
Street, San Bernardino, California.
