COUNCIL CHAMBERS
The joint adjourned regular meeting of the Mayor and Common Council and
Community Development Commission of the City of San Bernardino was called to
order by Mayor/Chairman Morris at 4:34 p.m., Thursday, July 31, 2008, in the
Council Chambers of City Hall, 300 North "D" Street, San Bernardino, California.
Roll Call
Present:
Mayor/Chairman Morris; Council Members/Commissioners Estrada,
Baxter, Brinker, Johnson, McCarnmack; Senior Assistant City Attorney
Wilson, City Clerk Clark, City Manager Wilson.
Absent:
Council Members/Commissioners Derry, Kelley.
Council Member/Commissioner Kelley arrived at 4:37 p.m.
Council Member/Commissioner Estrada was excused at 6:25 p.m.
1. Closed Session

A. Conference with legal counsel - existing litigation - pursuant to

Closed Session Announcement
Mayor/Chairman Morris announced that during closed session the Council had
decided to continue closed session items related to labor negotiations and
personnel to 4:30 p.m., Wednesday, August 6,2008, in the Council Chambers
of City Hall.
2. Budget deliberations - Fiscal Year 2008/09 - discuss and take possible
action (Continued from July 28, 2008)
Resolution of the Mayor and Common Council of the City of San
Bernardino approving and adopting an interim budget of said City for
Fiscal year 2008-2009 pending adoption of the 2008-2009 final budget.

It was the consensus of the Council that the matter be continued to 4:30 p.m.,
August 6,2008, in the Council Chambers of City Hall.
Bridgett Washington, San Bernardino Public Employees Association, stated
that it was her understanding that the City was considering more layoffs for the
General Unit employees. She urged the Council to make sure that all monies
are being utilized before making a decision as significant as layoffs, especially
since the General Unit employees are not the cause of the problem and laying
them off is not the answer to the problem. She stated that she, personally, has
been in discussions with the City Manager and the Director of Human
Resources looking for ways to mitigate potential layoffs .
ECONOMIC DEVELOPMENT AGENCY
R3. Budget Adoption Fiscal Year 2008-2009 (Continued from July 28,2008)
Resolution of the Community Development Commission of the City of San
Bernardino, California, approving the Economic Development Agency's
("Agency") budget for the Fiscal Year 2008-2009, except for those portions
of certain budget lines which are related to the Uptown Redevelopment
Project Area. (R3A)
Resolution of the Community Development Commission of the City of San
Bernardino, California, approving the Economic Development Agency's
("Agency") budget for those portions of certain budget lines which are
related to the Uptown Redevelopment Project Area for the Fiscal Year
2008-2009. (R3B)
Resolution of the Community Development Commission of the City of San
Bernardino, California, authorizing the funding of various City of San
Bernardino Fiscal Year 2008-2009 public improvement expenditures and
making findings and determinations as to the benefit to the various
redevelopment project areas for undertaking public improvements in
connection with these various City expenditures. (R3C)

Council Member/Commissioner McCammack made a motion, seconded by
Council Member/Commissioner Kelley that the matter be continued to 4:30
p.m., August 6, 2008, in the Council Chambers of City Hall. The motion
carried unanimously. Absent: Estrada, Derry.
NBl. RES. 2008-298 - Resolution of the Mayor and Common Council of the City
of San Bernardino, California, authorizing the City of San Bernardino to
establish 2008-2009 expenditures for the month of August, 2008 only, at
one-twelfth the actual levels contained in the adopted budget for 2007-2008
fiscal year, or as needed to pay the authorized costs incurred for the month
of August, 2008 only, pending final approval of the 2008-2009 budget, and
continuing the consideration of the City of San Bernardino Final Budget for
Fiscal Year 2008-2009 and establishing the City's appropriation limit as
required by Article XXIII B of the California State Constitution.

City Clerk Clark read the title of the resolution into the record.
Council Member/Commissioner McCarnmack made a motion, seconded by
Council Member/Commissioner Kelley, that the matter arose subsequent to the
posting of the agenda. The motion carried unanimously. Absent: Estrada,
Derry .
Council Member/Commissioner McCarnmack made a motion, seconded by
Council Member/Commissioner Kelley, that full reading of the resolution be
waived and that said resolution be adopted. The motion carried and
Resolution No. 2008-298 was adopted unanimously. Absent: Estrada,
Derry.
4. Adjournment
At 7:00 p.m. the meeting adjourned to 4:30 p.m., Wednesday, August 6, 2008,
in the Council Chambers of City Hall, 300 North "D" Street, San Bernardino,
California, to discuss personnel and budget issues.
The next joint regular meeting of the Mayor and Common Council/Community
Development Commission is scheduled for 1:30 p.m., Monday, August 4,
2008, in the Council Chambers of City Hall, 300 North "D" Street, San
Bernardino, California.
