Synopsis of Previous commission/Council/Committee Action:
04-15-96 - Expenditure of $533,397, to fund the Main Street
Streetscape approved, and the budget increased
accordingly.
07-0l-96 - Bids rejected and authorization granted to advertise
for bids.
09-05-96 - Resolution No. 96-274 adopted awarding a contract to
Holland-Lowe for low bid price of $366,560.
09-16-96 - Resolution No. 96-280 adopted awarding a contract to
Cor-Nor Construction for planting trees, for the low
bid price of $17,880.00.

STAFF REPORT
Award of Contract
Ornamental Arch Sign on Sixth Street
Bids for installation of a metal arch sign on Sixth Street at "G"
Street were opened at 2:00 p.m., Tuesday, 9-17-96.
A total of 2 bids were received, ranging from $69,010.96 to
$69,525.00. The low bid of $69,010.96 is 1.4% below the Engi-
neer's Estimate of $70,000.00.
Below is an estimate of the total project cost, based upon the
actual low bid price:
Construction Contract $ 69,010.96
Engineering & Inspection (W.O. *5019) 3,000.00
Sub-Total $ 72,010.96

TOTAL ESTIMATED PROJECT COST $ 78,500.00
The expenditure of $533,974, from bond proceeds, was approved at
the meeting of the Community Development Commission of 4--15-96.
All expenditures will be charged to Account No. 650-0236.

The second low bidder has filed a protest, by letter dated 9--19-
96. This protest is due to the fact that the low bidder holds a
Class C-lO, "Electrical," and a Class C-45, "Electrical Sign
Contractor" license, but the sign has no electrical facilities.
We feel that the low bidder is properly licensed to do this
project. The Sacramento Office of the State Contractors License
Board has verbally advised us that they concur with our position.
~ve recommend that a contract be awarded to the low bidder.
