Recommended Motion
That the Factors of Consideration relative to the proposed expansion for the City's Sphere of Influence
for the area generally located in the vicinity of the Arrowhead Springs / Campus Crusade for Christ
site, and more specifically described in LAFCO 2813 be approved and that the City Clerk be authorized
and directed to file a certified copy with the Executive Officer of the Local Agency Formation
Commission.

STAFF REPORT
An application was filed with the Local Agency Formation Commission for an expansion of the
City's Sphere of Influence. Parcel A comprises approximately 842 acres and is generally located
northeasterly of the City's current sphere of influence and east of Arrowhead Springs. Parcel B
comprises approximately 279 acres and is generally located northerly of the City's corporate
boundaries lying along both sides of Highway 18 between Cloudland and Old Waterman Canyon
Road.
The application was filed by Warner Engineering on behalf of Campus Crusade for Christ to create
a planning study area under single jurisdiction of the City of San Bernardino. A copy of the
application is attached for your information. As part of the review process, LAFCO has asked the
City for consent to the proposal and to submit "Factors of Consideration" generally addressing
issues of land use and City services, which has been prepared and attached for your consideration.
The applicant will be paying all fees required by LAFCO. Action will be taken by LAFCO at their
public hearing.
Expansion of the City's Sphere will not require the provision of any immediate City services,
which will only be required if the property is annexed into the City and will be studied in more
detail when an application for annexation is submitted.
We recommend that the City agree and consent to the requested expansion of the City's Sphere
and that the Factors of Consideration be approved.

FACTORS OF CONSIDERATION RELATIVE TO THE PROPOSED EXPANSION OF THE

CHRIST AREA (LAFCO 2813)
THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO
agree and consent to the property owner initiated request for the expansion of the City's Sphere of
Influence as described above, and hereby submit the following for consideration relative to this
proposal:
PRESENT AND PLANNED LAND USES IN THE AREA
The proposed area of expansion of the City's Sphere consists of approximately 1,123 acres of
vacant undeveloped land, adjacent to the Arrowhead Springs/Campus Crusade for Christ West Coast
Headquarters. The County of San Bemardino has designated this area as "RC" (Rural Conservation).
The site lies at the base of Arrowhead Peak, with slopes down to the South ranging from 0% to 30%
and greater. Adjacent areas include vacant area to the North and East; vacant and scattered residential
to the South and Arrowhead Springs to the West.
Once this expansion has been approved, the City will establish appropriate land use
designations prior to any annexation of this area.
PRESENT AND PROBABLE NEED FOR PUBLIC FACILITIES/SERVICES
Since the area is undeveloped land, no immediate need for City services is apparent. The
Campus Crusade for Christ Headquarters, which is in the City's present Sphere and adjacent to this
site, has its own well water system and on-site sewer treatment. Service needs for this area, including
police and fire protection would be determined after expansion of the City's Sphere but prior to any
annexation of this area. These services will remain under the jurisdiction of the County of San
Bernardino and the Forestry until then.
PRESENT CAPACITY OF PUBLIC FACILITIES AND SERVICES
As stated above, the adjacent area presently in the City's Sphere of Influence but not within
the corporate boundaries'(the Arrowhead Springs site) has its own well water and sewer systems. The
need for municipal water and sewer services are not apparent at this time, the extension of these
services to this area would be addressed prior to annexation.
Presently, the City has 11 fire suppression stations located throughout the City, several of
which are also equipped with paramedic units. The nearest fire station is located at 40th and Electric
Streets. Prior to annexation of this area, the need for adequate fire protection would be addressed and
in the event of development of this area, extension of public facilities and services into the area
would be a condition of development. Until such time, the area will remain under the jurisdiction of
the County of San Bernardino and the Forestry.
THE EXISTENCE OF SOCIALIECONOMIC COMMUNITIES.
There is no information regarding the existence of any social/economic communities within
the area of expansion or surrounding area.
