Manager Subject: PAY INCREASE FOR CUSTODIAL AIDES Dept: Facilities Management Dlte: January 24, 1995 Synopsis of Previous Council action: November 21, 1994 - A pay increase of 5% was approved for Custodial Aides. Recommended motion: Motion 1: Implement pay increase effective April 01. 1995. Ranges are as follows: Step 1-$6.01, Step 2-$6.41. Step 3-$6.75. Step 4-$7.11. Step 5-$7.48. No,) (Acct, DescriPtionl Finance: Council Notes: 7~.02&2 Agenda Item No CITY OF SAN BERN1RDINO - REQUEST r)R COUNCIL ACTION STAFF REPORT The Facilities Management Division has been asked to examine the pay rate for our part-time Custodians, designated as Custodial Aides. This division operates with an average staff of 30 Custodial Aides. On November 21, 1994, the Mayor and Council approved a 5% wage increase, the first increase since July, 1988. When this increase was presented to the Personnel Committee, it was stipulated that this increase did not bring their wages in line with other cities in the area (see sttach. "A"). The proposed rate increase for Custodial Aides is noted below. CURRENT SALARY STBPS: 1 $ 4.t6 2 $ 4.&8 3 $ 4.91 4 $ 5.15 5 $ 5.41 PROPOSED SALARY STEPS: 1 $ &.01 2 $ &.41 3 $ &.75 4 $ 7.11 5 $ 7.48 These increases would put our Custodial Aides at the same level as the Cities of Redlands, Ontario and the County of San Bernardino. There are two actions that must be initiated for this new salary step plan to work. First, all current Custodial Aides should be placed at Step 1 level of the proposed salary steps. Second, the steps currently increase every 3 months. The proposed scale should allow step increases from step ODe to two at six months, then annually for steps three to five. Motion No.1: Implement pay increase for Custodial Aides effective April 01, 1995. The cost for this motion would be $10,200, in this fiscal year, $53,600 in fiscal year 95/96. The increase would be paid for by salary savings from the vacant carpenter position for this fiscal year. -oR- Motion No.2: Implement the pay increase for Custodial Aides effective July 01, 1995. The cost for this motion would be $47,600. -oR- Motion No.3: Implement pay increase for Custodial Aides, step to step increase. The cost for this action is $10,350 per month, or $124,200 per year approximately. PJDIIfllV City Attorney unit MINIMUM WAGE INCREASE MINIMUM WAGE INCREASE ALERT Effective October 1, 1996 To All California Employers and Employees: On August 23, 1996, the California Industrial Welfare " Commission (Iwq adopted the newly enacted federal, minimum wage as required by Labor Code Section 1182(bj. . " This lJ"eans that California's minim",tp w,agewill increase on October 7, 7996, to $4.75 per hour for most employeeS. Also,'on Septembe, 1,1997, the'minimum wage will again increase to $5.15 per'hour, based on the new federal legislation. The newly enacted federal law also contains an exemption to the $4.75 per hour minimum wage known as the "opportunity wage." The opportunity wage is appli- cable only to employees under 20 years of age and provides that they may be paid a minimum $4.25 per hour during their first 90 consecutive days of employment with each employer. ' The actions taken by the IWC to bring California's minimum wage intocoriformity with the federal minimum wage affects no other provision of current IWC Orders.
