BACKGROUND: The Department of Homeland Security has consolidated the administration of several grant. programs within one application package. The 2008 Homeland Security Grant Program and the 2008 Metropolitan Medical Response System Program (also on today's agenda) are both under this consolidation. The San Bernardino County Fire Department, Office of Emergency Services is required to administer the grants. San Bernardino County will submit all surrounding local jurisdictions budget detail worksheets to the Department of Homeland Security for approval. The Homeland Security Grant Program seeks to build on progress towazds enhancing the capabilities of state and local first responders by providing funding for emergency prevention, prepazedness, and response personnel to prevent, deter, respond to and recover from threats and incidents of terrorism. © On June 25, 2008, the San Bemazdino County Fire Department notified all local jurisdictions of the availability of funds from the Department of Homeland Security for the FY 2008 Homeland Security Grant Program. San Bemazdino County required that projects be regional and collaborative. As one of the operational azeas, the Fire Department submit a regional narrative and a budget detail worksheet (attachment A and B) by July 16, 2008. The City's allocation is $6,100 for the FY 2008 Homeland Security Grant. Funding is for a mass casualty exercise including the activation of National Incident Management System command and general staff functions at the field and EOC levels. The exercise will include several local fire departments, hospitals, law enforcement and EMS providers. The exercise is designed to test inter-agency coordination and medical surge capability for the City of San Bernardino and surrounding azea, and will be conducted in accordance with Grant & Training's Homeland Security Exercise and Evaluation Program manuals. FINANCIAL IMPACT: The City of San Bemazdino will receive funding in the amount of $6,100. There is no match requirement associated with this grant and is 100% federally funded. Payments for expenditures approved in the grant will be on a reimbursement basis. Therefore, the City will request reimbursement for expenditures through the County subsequent to expenditure. The City of San Bemadino Fire Department is submitting a project proposal to the County of San Bernardino Fire Department, Office of Emergency Services, requesting a sum of $6100.00 from the FY 08 Homeland Security Grant Frogram (HSGP) to conduct an exercise. The HSGP Approval Authority required that project proposals be both regional and collaborative in scope in order to be approved in FY 08.
