Reauest for Financial Assistance On June 1, 1992, the Mayor and Common Council approved and adopted the funding recommendations under the Public Service and Capital Improvement categories for the FY 1992/1993 CDBG allocation. The subject proposal, which references a request for $20,000, was not received within the allocated time period and, consequently, was ineligible for funding consideration. Further, the program has historically been funded by the City's general fund ($44,500 previoUSly). Continuity of funding at the city level and approval of the late CDBG application request would have totaled $64,500. Staff was directed to research alternative funding sources for-the San Bernardino Community Against Drugs, Inc. San Bernardino Community Against Drugs, Inc., is a community based organization dedicated to the education and prevention of alcohol and drug abuse throughout the community. The program has been successful in making the citizens of San Bernardino and surrounding communities aware of drug and alcohol abuse, as well as the methods of recognizing and identifying drugs. This program serves members and residents of all ages with emphasis on the teaching of younger citizens. Approval of the proposal will fund clerical and administrative support for programs, services, and referral services offered to persons addicted to drugs and alcohol. Staff's investigation of the availability of an eligible funding source for the $65,000 program assistance request has disclosed that the use of Agency Collateralized Mortgage Obligation Residual funds is appropriate. It should be underscored that the use and availability of these monies is a one time occurrence only because the funds will be exhausted and/or obligated for Agency operation purposes in the future. It is evident the City may find it difficult to underwrite the program in future years -- indeed as it did this year. Equally clear is the fact that CMO monies are one time revenues.
