On June 1, 1992, the Kayor and Common Council approved and adopted the
funding recommendations under the Public Service and Capital
Improvement categories for FY 1992/1993 CDBG allocation. At that time,
the Kayor and Common Council directed staff to research slternative
funding sources for funding the Bmmerton Elementary School proposal.
This proposal was not recommended by the Community Development Citizen
Advisory Committee because program eligibility for CDBG funds could not
be established.
Bmmerton Elementary School is in the San Bernardino Unified School
district and is located on the border of the cities of San Bernardino
and Highland. It is one of thirty-seven (37) elementary schools in the
San Bernardino Unified School District. Its attendance boundaries are
bordered by Highland Avenue on the north, Baseline Street on the south,
Del Rosa Avenue on the west and Victoria Avenue on the east.
The Bmmerton Elementary School proposal is a joint effort between the
San Bernardino Unified School District and County social, health and
juvenile agencies designed to reduce the lost of a sense of community
resulting from impoverished living, lack of adequate support systems,
and/or the inability by poor children attending Emmerton to access
needed services.
Because the Emmerton attendance boundaries, which are directly affected
by this progr8ll, do not fall within identified low and moderate income
census tracts, the CDBG program cannot be utilized to support the
proposal. However, the approach to jointly provide services to the
identified population of poor individuals within the school's area of
influence will increase the number of students who are able to function
well in school and achieve healthy, productive and successful lives.
The progr811 is designed to address multiple risk factors, which include
poverty, high mobility and a lack of sense of community.

Proposed programs to address these risk factors are as follows:
1. Breakfast Club (Students)
2. Well Child Clinic (Community)
3. Literacy Progr.. (ColIIIIIIID.ity)
4. Parenting Program (ColIIIIIIID.ity)
5. After-School Tutorial Program (Students)
6. Recreational Program (Students)
The $20,000 funding requested will be added to other pending funding
sources derived from the San Bernardino County Economic and Community
Development Department. The funds will enable employment of a full
time coordinator and secretary Who will be responsible for the day to
day administration of multiple program components and the coordination
of services with County agencies. The program coordinstor will also be
responsible for a core management council. Because the program does
not meet federal CDBS eligibility criteria. if the Commission desires
to underwrite the proposal, staff has investigated and determined it
can be funded by the use of Collateralized Mortgage Obligation funds.
The program is expected to substantially benefit the targeted
students. It has received outstanding support from the cOlIIIIIIID.ity.
Staff recommends adoption of the form motion.
