In 1986, the Cit7 of San Bernardino applied for a competitive .tatewide
Enterprise Zone. The City was unsucce..ful in it. effort and not awarded
State deBipation. A local Enterpri.e Zone program, which included houeing,
was developed in 1986 a. a .trategy that rea.oned .uch a po.itive
demonstrative di.play of local initiativ. would enhance the City'. chance. of
being .elected by the Stat. in .ub..quent Ent.rpri.. Zone program
competitions. Unfortunat.ly, the Stat. .olicitatione w.re .hortlived and the
proaraa was terminsted due to the lack of State fund. and hiah.r prioritie..
The primary goal of the Enterpri.e Zone proaram, from the City and State'.
viewpoint, was to attract and r.tain bueine.... within economically di.tr...ed
area. of the municipallty. A key ben.fit of achieving this aoal was the
. creation of p.rmanent job. for City re.ident... However, .imilar to the Stat.,
. the City has al.o det.rmined that the proaram is an expensive one to operate
as pre.ently structured. Thi. r.v.lation i. e.p.cially .vident in view of the
fact that incentive. are provided to d.veloper. throuah fee exemptions and
rebates that would normally b. pBid to City departments. Further, it was
ob.erved that in m&n1 instance. the City financial incentive. were often a
developer'. plea.antly di.cov.r.d windfall rather than the initial rea.on or
motivation a bu.ine.. was .tarted or hou.. constructed.
In deference to dwindling City re.ource. and ac:knowledament that elements of
the City Enterpri.. Zone Proaraa are d..irabl., the D.velopment Incentive. and
LinJtaae (DIAL) proaraa (attached) has been deVeloped. lCey element. of the
existing prograa's revi.ion are a. follow.:
1. Eliaibl. aeoaraphical area. are limited to major City thoroupfare..
2. The Economic D.velopment Agency will financially underwrite the
provision of incentive. on a "case by ca.e" ba.i..
3. Zoning for the propo.ed u.e mu.t be compatible with the City'. General
Plan and redevelopment plan if the project lie. in whole or in part of
an adopted redevelopment project area.

4. Re.idential incentive. are eliminsted and, in the alternative, .uch
a..istance will be afforded throuah the Development Department'.

ca.e ba.i. in .catter.d or taraeted .ite. within redevelopment project
areas.
