Assessment District No. 952 to J & R Landscape for the low bid
price of $16,800.00.
06-03-85 -- Resolution No. 85- adopted awarding contract for Assessment
District No. 951 to Sandahl's Landscape for the low bid price
of $1,440.00.
06-02-86 Resolution No. 86-200 adopted awarding a contract for
Assessment District No. 952 to J & R Landscape Mainten-ance
Co. for the low bid price of $16,800.00. .
06-02-86 -- Resolution No. 86-232 adopted awarding a contract for
Assessment District No. 951 to Mentone Turf Supply for the low

Recommended motion:
1. That Change Order No. 7 to the contract with Mentone Turf Supply for
maintenance of landscaping in Assessment Districts Nos. 951 and 952,
in accordance with Plan No. 6192-A and 6056-A, be approved, to extend
the contract for a period of one year, from 7-1-92 to 6-30-93, at a
3.75% increase to the contract unit prices, expanding the scope of the
contract to include the median & maintenance area on Northpark Blvd.,
west of Mountain Drive, and increase the contract price by $27,925.92,
from $89,811.22 to $117,737.14..

The Special provisions provide that the contract may be
extended for up to two (2) one-year periods, by mutual consent of
the City and Contractor. Adjustments in the contract prices are
to be negotiated at the time of each such renewal. Mentone Turf
Supply previously agreed to an extension of the contract for one
year, from July 1, 1991 to June 30, 1992. Contract Change Order
No. Seven extends the contract for the second one-year period.
Landscaping within Zone 3 of Assessment District No. 952
for Northpark Boulevard has been installed by the subdivider, as
required by the conditions of approval for the tract. The one
year plant establishment period will terminate on 6-30-92, and
the landscaping will be accepted by the City for maintenance.
The ~aintenance of this recently accepted landscaping will
be incorporated into the contract with Mentone Turf Supply for
Assessment District No. 952. Price quotes were requested from
the Contractor for the period fro~ 7-1-92 to 6-30-93. These
quotes total $24,558.20 for the additional landscaping.
Contract Change Order No. SEVEN extends the contract for a
one-year period, from 7-1-92 to 6-30-93, and authorized a 3.75%
increase in the contract unit prices, from $89,811.22 to
$93,179.14, and expands the scope to include Zone 3 (Northpark
Blvd.)
Below is an estimate of the total cost for providing these
landscaping ~aintenance services, from 7-01-92 to 6-30-93.

Funds to finance the costs incurred for the contract and
incidental costs will be provided through an interfund loan from
the Sewer Line Construction Fund (245). The actual costs in-
curred will be recovered in the following year through assess-
ments on the parcels within Assessment Districts No. 951 and 952.
Inspection of the maintenance effort by the Contractor
will be provided by the Department of Parks, Recreation and
Community Services.

Gentlemen:
The terms and provisions of the contract documents are hereby
amended as follows:
1. The term of the contract is hereby extended for an addi-
tional year, between July 1, 1992, to June 30, 1993, as
provided in the "Notice Inviting Bids," at a 3.75% increase
in contract unit prices.
2. The compensation to the Contractor for maintaining this
additional landscaping, on Northpark Blvd., west of Mountain
Dr., shall be in accordance with the unit prices listed on
the attached BID SCHEDULE (Zone 3), for an increase in the
contract price of $24,558.00.

INTERFUND LOAN FROM THE SEWER LINE CONSTRUCTION FUND (245) TO THE
SPECIAL ASSESSMENT FUND (251), IN THE AMOUNT OF $149,611.00 TO
FRONT THE ESTIMATED COSTS TO BE INCURRED DURING THE 1992-93
FISCAL YEAR, IN CONNECTION WITH THE MAINTENANCE OF LANDSCAPING IN
PORTIONS OF KENDALL DRIVE, UNIVERSITY PARKWAY AND NORTHPARK
BOULEVARD, THROUGH ASSESSMENT DISTRICTS NOS. 951 AND 952.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. The Director of Finance is hereby directed to
make an inter fund loan from the Sewer Line Construction Fund
(245) in the amount of $149,611.00, to front the estimated costs
to be incurred during the 1992-93 Fiscal Year, in connection with
the maintenance of landscaping in portions of Kendall Drive,
University Parkway and Northpark Boulevard, through Assessment
Districts Nos. 951 and 952.
SECTION 2. The loan from the Sewer Line Construction
Fund (245) shall be repaid with interest, at the prevailing
portfolio rate, in the 1993-94 Fiscal Year from assessments
placed on the parcels within Assessment Districts Nos. 951 and
952.
