Synopsis of Previous Council action:
03-20-89
Resolution No. 87-114 adopted declaring benefit to all
properties within district boundary.
Resolution No. 87-139 adopted determining public in-
terest, convenience and necessity require the
formation of an assessment district for maintenance.
Resolution No. 89-81 adopted expanding boundaries of
district.
Resolution No. 89-196 adopted awarding a contract to
MacKenzie Landscape for the low bid price of $4,370,
for the Basic Bid and Supplemental Items.

Recommended motion:
1. That Contract Change Order No. Three to the contract with
MacKenzie Landscape, for the maintenance of Landscaping in
Assessment District 982, in accordance with Plan No. 7384, be
approved: to extend the contract for a period of one year,
from 7-1-92 to 6-30-93, at a 3.75% increase to the contract
unit prices, for an increase in the annual contract price of
$277.43, from $7,398.00 to $7,675.43.

06-04-90 -- Contract Change Order No. 1 approved, to extend the
contract for a period of one year, adjust the contract
prices, for an increase in the contract price to
$4,800.00.
05-09-91 -- Contract Change Order No. 2 approved, to extend the
contract for a one year period, from 7-1-92 to 6-30-
92, at no increase in the contract unit prices.

STAFF REPORT
The Special Provisions provide that the contract may be
extended, by mutual consent of the City and Contractor.
Adjustments in the contract prices are to be negotiated at the
time of each renewal.
Contract Change Order No. THREE will extend the contract
for a period of one year, from 7-1-92 to 6-30-93, at a 3.75%
increase in contact unit prices, from $7,398.00 to $7,675.43.
Below is an estimate of the total annual cost for pro-
viding these landscape maintenance services, from 7-1-92 to 6-
30-93.

Funds to finance the costs incurred for the contact and
incidental costs will be provided through an inter fund loan from
the Sewer Line Construction Fund (245). The actual costs in-
curred will be recovered in the following year through assess-
ments on the parcels within Assessment District No. 953.
Inspection of the Contractor's work will be provided by
the Department of Parks, Recreation and Community Services.

RESOLUTION OF THE CITY OF SAN BERNARDINO AUTHORIZING AN
INTERFUND LOAN FROM THE SEWER LINE CONSTRUCTION FUND (245) TO THE
SPECIAL ASSESSMENT FUND (251), IN THE AMOUNT OF $16,988.00 TO
FRONT THE ESTIMATED COSTS TO BE INCURRED DURING THE 1992-93
FISCAL YEAR, IN CONNECTION WITH THE MAINTENANCE OF LANDSCAPING IN
IN PORTIONS OF PIEDMONT DRIVE AND CITRUS STREET, THROUGH
ASSESSMENT DISTRICT NO. 982.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. The Director of Finance is hereby directed to
make an interfund loan from the Sewer Line Construction Fund
(245) in the amount of $16,988.00, to front the estimated costs
to be incurred during the 1992-93 Fiscal Year, in connection with
the maintenance of landscaping in portions of Piedmont Drive and
Citrus Street, through Assessment District No. 982.
SECTION 2. The loan from the Sewer Line Construction
Fund (245) shall be repaid with interest, at the prevailing
