Recommended motion:
That Change Order No. 7 to the contract with E. L. Yeager
Construction for pavement rehabilitation on Waterman Avenue, . from
Mill to Fifth Streets, in accordance with Plan No. 8038, be
approved; to authorize the Contractor to widen the northeast corner
of Fifth Street and Waterman Avenue, providing a turning lane for
northbound traffic, at an increase in the contract price of
$18,288.82; from $1,162,531.97 to $1,180,820.79.

STAFF REPORT
After construction on this project had been started, the
owner of the parcel on the northeast corner of Waterman Avenue
and Fifth Street agreed to dedicate an easement to provide the
planned ultimate right-of-way on Fifth Street. Since the
ultimate right-of-way had been granted, it was deemed advisable
to construct the new curb return and install the new traffic
signal poles, in accordance with the planned ultimate width for
Fifth Street. This action would avoid the cost of relocating
these facilities whenever Fifth Street is widened, probably in
connection with the re-use of Norton A.F.B.
Installing the curb return of the ultimate location will
improve traffic flow, by allowing a free right turn lane to be
provided for westbound motorists.
The Contractor submitted a price quote of $18,288.82 for
this extra work, which included relocating an existing catch
basin and extending the storm drain. We reviewed the quoted
price, and determined that it was in line with the unit prices
for the contract. .
All costs incurred for the change order will be financed
from the approximate balance of $159,432.06 for contingencies,
under Account No. 242-362-57667. Federal-Aid Urban Funds will
be used to finance about 86% of the cost for this change order.
We recommend that Change Order No. 7 be approved.

specifications or do the following described work not included in the plans and
specifications on this contract. NOTE: This change order is not effective until

Description of work to be done, estimate of quantities, and prices to be paid.
Segregate between additional work at contract price, agreed price and force
account. Unless otherwise stated, rates for rental of equipment cover only such
time as eauinment is actuallv used and no allowance will be made for idle time.
The last percentage shown is not accumulated increase of decrease from the
original quantity in the Engineers Estimate.
