OF SAN BEIGARDINO - REQUES..oOR COUNCIL ACTION STAFF REP<?RT Page 1 of 2 SANBAG has been directing preparation of the Congestion Management Program (CMP) in their role as Congestion Management Agency (CMA). The CMP was up for adoption in December, 1991, but action was deferred for one year, in order to allow for an environmental impact report to be prepared. One point of discussion has been the extent of the CMP Network. State Highways are required by law to be included. Some persons have advocated initially establishing a network comprised of State Highways, plus a very limited number of local principal arterials, with the idea that additional streets could be added in the future. This minimum approach is based upon the fact that all streets in the network must be regularly monitored, and a deficiency plan prepared in response to any identified decrease in the level of service (LOS). There is the possibility that some funding could be lost, in the event that some identi- fied deficiency could not be mitigated. The other school of thought is that the network should be more extensive, in order to open up additional sources of funding for necessary street improvement projects. Those advocating this position feel that a monitoring program could be set up without creating a major burden on local agency staff, and the chances of actually losing funds are remote. A network was developed by SANBAG's consultant, as shown on the attached map. This network is the more extensive option. Staff has recommended to SANBAG that the following four streets be added to this network: 1. ORANGE SHOW ROAD - Route 1-215 to Tippecanoe Avenue 2. TIPPECANOE/DEL ROSA - Mill Street to Third Street 3. ARDEN AVENUE - Base Line to Highland Avenue 4. HOSPITALITY LANE - "E" Street to Carnegie Drive Additional streets may be added in the future, subject to the rules and regulations in effect at that time, but once a street is included in the network, it cannot be deleted. Most input to SANBAG on the CMP has been provided by senior staff. SANBAG is, therefore, requesting confirmation from elected officials in each agency that the proposed network, with requested revisions, represents the official position of the agency, in order to avoid any delays or discussion when the environmental impact report and CMP are ready for adoption. 5-19-92 75-0264 ClTY'OF SAN BERGlRDINO - REQUES'lOOR COUNCIL ACTION STAFF REPORT Page 2 of 2 An "issues and Options Response" Sheet has also been pre- sented by SANBAG to afford agencies an opportunity to offer input.
