DIOCESE 01' SAR BERBARDIRO. The Senior Aides Project provides work experience and on-the- job training for low income persons age 55 and over. The goal of the work experience and training is for the person to regain skills and gain confidence in their ability to compete in the job market, and then obtain a better job which isn't subsidized by the Senior Aides Program. These aides will be utilized primarily in senior citizen service activities, such as the Senior Nutrition program, Senior companion Program, Retired Senior Volunteer Program and other senior related services. There is no cost to the city with all costs borne by the Senior Aides Project. There is also no obligation for the city to provide future employment. RESOLUTION OF THE CITY OF SAN BERNARDINO AUTHORIZING THE DIRECTOR OF PARKS, RECREATION AND COMMUNITY SERVICES DEPARTMENT TO EXECUTE AN AGREEMENT WITH CATHOLIC CHARITIES, INC. DIOCESE OF SAN BERNARDINO, TO PROVIDE SENIOR AIDES TO CITY WORK SITES. BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION 1. The Director of Parks, Recreation and Community Services is hereby authorized and directed to execute on behalf of said City an agreement with the Catholic Charities, Inc. Diocese of San Bernardino, relating to the placement of senior aides at City work sites. A copy of said agreement is attached hereto, marked Exhibit "An and incorporated herein by reference as fully as though set forth at length. SECTION 2. The authorization granted hereunder shall expire and be void and of no further effect if the agreement is not executed by both parties and returned to the office of the City Clerk within 60 days following effective date of the resolution. The Host )qency agrees to provide a safe and healthful work site for each senior Aiae, to provide edequate orientation and training necessary to perfoCll assigned job duties in accordance with a written job descriptial, to provide additional training as opportunities oo:ur, and, to the extent possible, to treat each Senior Aide as a regular IIlSIlber of the Host Agency staff. The Host )qency agrees to consider each Senior Aide for regular emplo}'lllent, either full-time or part-t:lme, when vacancies occur .in the Host )qency staff or when new positions are createa. The Host Agency understands that the maximum length of time that a Senior Aide may r8llain in the SBlIe job assigllDent shall not exceec! 24 months, except under limitea circ\Jllstances which will be deteZlllined by the tCSC Senior AIDES Progrllll. Moreover, the Host Igency unaerstands that the Sponsor Agency reserves the right, following reasonable notice, to reassign any senior Aide at any time that reassig11llent will increase the senior Aide's opportunities for training or unsubsidizeCI emplo}'lllBnt, or will otherwise serve the best interests of the senior Aide, or will better support the goals and objectives of the senior AmES Progrllll. The Host Igency agrees that no other national Ti Ue V project sponsor will be provided a work site while this Agreenent is in effect. The ft)st Jgency agrees that the job to lIbich the Senior Aide is assigned is an increase in IIlIployment opportunities; will not result in the displaClllllent of currently IIlIplayed workers or in a reduction in ~ overtime hours of work, wages, or benefits; will not impair any existing contract for service or result in the substitution of the tages of the Senior Aide for other funds in connection with work which otherwise would be perfozmed; will DOt be a substitution for any _isting federally assisted job; and will not be in a position IoiUch is the s_ as or substantially the sll1le as that occupied by any other person lIbo is on lay-off. Further, the Host Agency agrees that it will not discriminate against a Senior Aide on the grounds of race, color, religiCl'l, sex, national origin, or handicap. Further, it is understood by the ft)st 10gency and the Sponsor 10gency that any contributiCl'l, whether cash or in-kire, by the Host Agency is purely voluntary and is not a condition for the assigrment of any Senior Aide. The Host Agency certifies by this Agr8llllent that it is a goverrmental agency or is a ~profit agency which is currently certified as a section SOl(c) (3) organizatiCl'l under the Internal Revenue Code. EUrther, if the ft)st 10gency is certified as a Section 501 (c) (3) agency, a copy of that certification is attached or is on file with the Sponsor Agency and is still in effect. The Sponsor 10gency agrees to reCruit, enroll, and assign a Senior Aide or Senior Aides to the Host llqercy for the purpose of engaging in productive CCllIIIIIZlity service IIlIployment with duties and tasks as specified in a written job c!escriptiCl'l. The Sponsor Jgency agrees to be responsible for all administrative and fiscal controls of the senior AmES Project and for paying wages and providing fringe benefits to _ch senior Aide.
