Subject:
Contract with the San Manuel Band of Mission Indians to provide fire protection,
paramedic, and fire prevention services to their tribal lands.

San Manuel Band of Mission Indians (Tribe) have not had an official fire service delivery
contract. By default, County Fire Department had assumed responsibility to provide fire
protection to the Tribe. However, when the City of Highland detached from County
Service Area-38, County Fire no longer had available resources to provide fire protection
to the Tribe. Consequently, County Fire notified the Tribe that as of July 1, 1999, the
Tribe would need to find an alternative means to provide their fire protection service.
County Fire gave notification of discontinuation of service delivery to the Tribe in June
of 1999. Subsequently, Councilman.. Frank Schnetz, City Fire Staff and County Fire
Staff met with the Tribal Council to discuss the possibility for City Fire to provide fire
protection services to the Tribe. At that meeting, Tribal representatives approved in
concept that City Fire was the logical service provider.
The time frame was far too short to negotiate a contract prior to July 1 st. With that in
mind, the City representatives committed to begin service delivery as of July 1 st while
both parties worked toward a negotiated contract. The key issue at that point was to
assure that there would be no service delivery lapse for the Tribe.
A contract term of five (5) years is being proposed (July 1, 1999, through June 30, 2004).
Tribe will recompense the City by the purchase of certain fire apparatus as delineated in
Exhibit A, and purchasing ancillary equipment not to exceed $69,500. Title and
ownership of apparatus and equipment will be given to the City.
Service delivery can be provided to the Tribe without any additional resources or
personnel. Direct costs that result from entering into this contract will be related to
increased fuel usage and vehicle maintenance.

Financial Impact:
Fee to be received for services rendered per the contract includes all apparatus delineated
in Exhibit A, and $69,500 in ancillary equipment.
