BACKGROUND Ongoing capital improvement projects are vital to sustain any populated area. Due to legal restrictions and economic realities, cities must rely on obtaining state and federal funding for these projects. The City of San Bernardino must compete with other local agencies and municipalities for available funding. In 1996, Caltrans initiated what was referred to as "reengineering" of the project development process by which local agencies obtained funding. Caltrans cut their Local Assistance Program by fifty percent and shifted the responsibility for the process of qualifying for federal funds to the local agency. At that time, Caltrans recommended that a project engineer oversee local projects from beginning to end if federal funding is required. Reorganization and budget cutting have eliminated the positions of Assistant City Engineer and Field Engineer from what is now the Public Works Division of the Development Services Department. These positions traditionally provided project oversight for the City. The Department currently has one Senior Civil Engineer who is responSible for project oversight as well as Land Development and Traffic Operations. In a effort to avoid the loss of valuable funding and provide improved project oversight we are recommending the upgrade of a Civil Engineering Associate to a Senior Civil Engineer who will be involved with the Capital Improvement Project process from concept to completion. This will include complying with funding requirements and deadlines, overseeing of project design and monitoring cost in relation to approved funding throughout the construction process. This will also free up the existing Senior Civil Engineer to be more involved with the administration of Land Development and Operations (traffic signals and street lighting, traffic signs and striping), improving customer service and quality control in both areas. (See Exhibit A for proposed reorganization and Exhibit B for revised job description). FINANCIAL IMPACT Reclassify one (1) Engineering Associate (Civil Engineering Division), Range 2438, $3,945 - $4,795/month, to Senior Civil Engineer, Range 4487, $5,037 - $6,122/month. There will be no increased cost to the General Fund Budget associated with this reclassification. RECOMMENDATIONS . DRAFT EXHIBIT B SENIOR CIVIL ENGINEER (Capital Projects/Land Development) JOB DESCRIPTION Under the direction of the City Engineer, performs responsible engineering work involving the planning, preparation of development conditions, designing, coordinating, scheduling and construction management of land development or capital improvement projects. Incumbent is responsible for conditioning new projects, managing. plan check, permit issuance, inspection and special assignments. Positions in this class may be assigned in either the Land Development Operations or the Capital Projects section of the Public Works Division of the Development Services Department; and, performs related work as required. REPRESENTATIVE DUTIES Provides courteous and expeditious customer service to the general public and City department staffs. Coordinates and administers all phases of land development and public works construction projects; manages preliminary development applications; prepares conditions of approval; provide leadership, management and staff supervision in the assigned section; participates in budget preparation and monitoring; assists in the development of project plans; prepares preliminary estimates of project costs and identify funding sources. Develops project requirements and task lists; reviews and interprets plans and specifications; drafts and reviews new City ordinances; coordinates and administers all phases of City Capital Improvement Projects; administers construction and professional services contracts; coordinates activities with other City departments, the County and other governmental agencies. Manages and directs miscellaneous assignments from the City Engineer; confers with applicants and agency representatives to identify problems and resolve issues affecting construction and land developments projects; prepares and presents verbal and written reports as necessary; represents Division at Commission/special Committee meetings; formulates and presents proposals and recommendations. Develops Section goals; objectives, policies, procedures and work standards; participates in departmental administration, planning and training; maintains records and prepares written reports relating to division activities; assists in supervising, training and evaluating personnel. Makes presentations at various pUblic forums; represents the Division at staff meetings, other agency meetings and with the public as required; provides assistance to other Page 1 of3 public, City staff and other govemmental agencies; plans, organizes, assigns, directs and reviews the work of staff. Assists in regional transportation planning; oversees traffic signal design; analyzes traffic flow date, including speed and volume analysis, accident surveys, parking analysis, signing and channelization studies and signal coordination; administers the operation, maintenance and installation of traffic signs and signals; and, performs related duties and special projects as required. Routinely adheres to and maintains a positive attitude towards City and department goals. MINIMUM QUALIFICATIONS Certificate of Registration as a Professional Civil Engineer in the State of Califomia. A Bachelor's degree in Civil Engineering or a closely related field; and, a minimum of four (4) years of increasingly responsible professional engineering experience, preferably in a municipal govemment environment, including two (2) years of supervisory experience. Possession of a valid Class .C. Califomia Drivers' LIcense is required. For out-of-state applicants, a valid driver's license is required. A valid Class .C. Califomia driver's license must be obtained within ten (10) days of appointment (CA Vehicle Code 12405c). GENERAL QUALIFICATIONS Knowledae of: Principles and practices of civil engineering; Municipal public works administrating; Planning and design; Processing of right-of-way acquisitions; Methods, materials and techniques employed in public works construction; Project planning and programming; Environmental engineering and management; State and federal regulatory agencies, commission policies and procedures for compliance; Applicable state, federal land local laws, regulations and technical requirements; Public contracts Code and Subdivision Map Act; Standard specifications for Public Works construction; Principles and practices of organizational management; Supervisory practices and procedures; Municipal budgeting procedures; Personal computers and applicable software; Effective publiC relations skills. ORGANIZATIONAL RELATIONSHIPS The class of Senior Civil Engineer is the supervisorial management level in the engineering series. Supervision is received from the Director of Development Services, City Engineer or designee. Supervision is exercised over professional and subprofessional civil engineers of the department..
