SUBJECT Reclassification of one (1) position in the Parks, Recreation & Community Services Department. BACKGROUND This Recreation Program Coordinator position was downgraded from a Recreation Supervisor position approximately seven years ago. Prior to its downgrade, the position was in charge of four principle areas: (1) summer and after-school playgrounds; (2) summer lunch program; (3) transportation; and, (4) volunteers. In a budget reduction measure, the department eliminated its transportation component by getting rid of a 72-passenger bus and two vans. The supervisor's position was vacant at that time and due to the reduction in responsibility, the downgrade was also implemented as a budget reduction measure. At the time of the downgrade, the department operated approximately 6-8 after-school playgrounds, 12 summer playgrounds and 30 summer lunch sites. The department also administered approximately 350 to 400 volunteers. In recent years, duties for this position have drastically increased. The department is currently operating 22 after-school playground sites. Sixteen of these are grant-funded requiring substantially more documentation. This position is also responsible for the off- track program at the Emmerton Spirit Center, 12 summer playground sites and an extended day program at the Waterman Gardens Housing Project. This site is also grant-funded, resulting in additional documentation. This position is in fact responsible for administering and supervising after-school grants totaling $210,000. Use of volunteers has swelled to 950 to 1,000 per year. Fingerprinting of volunteers as an added dimension that has just taken place in the last 18 months. Summer lunch sites have grown to 40, and the year-round lunch program has been added. These USDA grants have a value of $334,400 and are administered and supervised by this position. In summary, this position is now responsible for six grant programs worth $544,000 and two non-grant programs and directly supervises 50 part-time staff. , FINANCIAL IMPACT Reclassify one (1) Recreation Program Coordinator, Range 1279, $1,785 - $2,170/month, to Recreation Supervisor, Range 2383, $2,998 - $3,645/month. Reclassify: Recreation Program Coordinator July 1, 1999 - June 30, 2000 Range 1279, Step 5 $2,170 x 12 = $26,040 Benefits 6.168 Current Total $32,208 To: Recreation SUDervisor July 1, 1999 - June 30, 2000 Range 2383, Step 1 $2,998 x 12 = $35,976 Benefits 7.51~ Proposed Total $43,488 Additional Cost for FY 1999-2000: $5,640 (based on position being filled by 1/1/00). Per Mid-Management MOU, probationary period is one year, placing this position at Step 1 for a 12-month period. This position is assigned to the general fund. The reclassification costs will be offset by the elimination of one (1) Community Center Manager I position due to the closure of Johnson Community Hall. The balance of the savings will be used to fund various park improvements as previously approved by Council on 11/1199. RECOMMI;NDATIQt! .
