Upgrade the salary range for Electrical & HVAC Mechanic from Range 1356, $2,621 .
$3, 185/month to Range 13n, $2,910 - $3,537/month.
BACKGROUND
Within the Facilities Management Department, two (2) Electrical & HVAC Mechanic positions
are budgeted. At the present time, both positions are vacant; resulting in drastically reduced
response times for heating and air conditioning problems.
During the last recruitment for this position, the City did three separate recruitments before
finding a candidate that was qualified to fill one vacant position. Problems encountered
during these recruitments included but were not limited to: (1) all candidates failing the
written test; (2) all candidates failing to meet the minimum requirements; and, (3) qualified
candidates declining the position due to low salary. After almost one year, the City was able
to hire a rather inexperienced but qualified individual. Within five months, that individual was
able to obtain a similar position within the University of California system at a salary $300 per
month more than his City salary. Shortly after this individual resigned, the remaining HVAC
Mechanic on staff was able to obtain a position with a contractor at a salary $400 per month
above his top-of-the-range City salary.
The possibility of contracting out this service was considered and informal bids were
obtained. Based on the information obtained it was determined that maintaining the service
levels needed by the City would cost in excess of $100,000.
The classification of Electrical & HVAC Mechanic is in the General Unit. At the conclusion of
contract negotiations in September 1999, a salary increase of three percent (3%) beginning
January 1, 2000, was part of the agreement. This increase will adjust the salary range of this
classification to Range 1362, $2,700 - $3,2821month.
However, the world of heating and air conditioning is becoming an increasingly technical
environment. Environmental regulations have resulted in the need for special certifications.
Automated building system controls have resulted in the need for candidates that are
extremely computer-literate. Even with the new salary range in place, the City has litUe hope
of attracting and retaining qualified individuals for this position. Opening further recruitments
without a substantial increase in salary holds litUe hope for a positive outcome.
Rather than begin another round of recruitments, Facilities Management requested that
Human Resources perform a salary survey for this position. Ten cities were surveyed for this
study. The average for the seven cities that had this classification was between 10.6% and
12.4% above the current salary paid in the City of San Bernardino. (See Exhibit A.)
Based on the survey findings and in order to maintain a competitive position in the job
marketplace, an appropriate salary range for the classification of Electrical & HVAC Mechanic
is Range 13n, $2,910 - $3,537/month.
FINANCIAL IMPACT
Funding for this salary will be provided through salary savings in Account No. 001-325-5011.
The two- (2) current positions have been open for several months, so there is a surplus of
salary savings. Future increases will be budgeted through the budget process in the next
fiscal year.
RECOMME"DATION
Based on the foregoing, recommendations include:
. Upgrade the salary range for the classification of Electrical & HVAC Mechanic from Range
1356, $2,621 - $3,185/month to Range 1377, $2,910 - $3,537/month.
. Direct the Human Resources Department to update Resolution 6413 Section Ten, to
reflect this particular action.
