STAFF REPORT
SUBJECT
A resolution authorizing the execution of an Annual Purchase Order to San Diego Rotary Broom, Inc.
and Lacal Equipment Company, Inc. for street sweeper parts and supplies.
BACKGROUND
The City has a fleet of eight (8) street sweepers manufactured by Athey Mobil, of which six (6) are
operational for daily service. Operational requirements, vendor stock levels, and vendor backlog
necessitates the use of multiple vendors for parts and supplies for repairs to the fleet of City sweepers.
Notices inviting bids for FY 99/00 annual purchases were sent to eight (8) vendors. A sample list of
parts, based on previous year's usage was included in Bid specification F-00-17. Not all vendors
submitted pricing for every part; therefore, award was based on pricing submitted for the same parts by
all three bidders as well as mark-up. Three (3) sealed bids were received, and following is the results of
the bid evaluation.

San Diego Rotary Broom, Inc., of Escondida, Califomia; only bid for thirteen (13) items out of forty-
eight (48) shown on the parts invoice list. Of those thirteen items also bid by Lacal and Nixon-Egli,
San Diego Rotary Broom, Inc. was the lowest bid. San Diego Rotary Broom, Inc. primarily supplies
the rewound street brooms, can provide those parts at the lowest price and does not charge for
shipping. Of the remaining items on the parts list, Lacal and Nixon-Egli both bid on thirty (30) items
and Lacal was the low bidder.
Lacal Equipment Company, Inc. of Jackson Center, Ohio, manufactures after-market parts, primarily
elevator assemblies, and supplies to our fleet of Athey Mobil street sweepers; and does not charge for
shipping. Lacal Equipment Company has been providing supplies to the Fleet Division for over seven
(7) years.
When requested parts are not available at San Diego Rotary Broom, Inc., they will be ordered from
Lacal Equipment Company, Inc. There are no local vendors available that can provide the same
support.
FINANCIAL IMPACT
Funds for these purchase orders are contained in the Public Services Department, Fleet Division Fiscal
Year 1999/2000 Budget.
RECOMMENDATION
It is recommended that the Mayor and Common Council authorize the Purchasing Manager to issue
Annual Purchase Orders to San Diego Rotary Broom, Inc. and Lacal Equipment Company, Inc. in a
total amount not to exceed $43,620 for parts and supplies for our fleet of street sweepers.
