Description: Widen State Street Grade Crossing - Cajon Boulevard FUmnce: ~~~~~ Council Notes: Agenda Item No. 'f J~/ft/11 CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION Staff Report Subject: Request to appropriate funds for City's Share of Intersection Improvements at University Parkway & Cajon Boulevard, and Resolution approving Amended Measure "I" 5-Year Capital Improvement Program (CIP). Backeround: On April 24, 1997, the City entered into a Cooperative Agreement with the County of San Bernardino to construct improvements at the intersection of University Parkway at Cajon Boulevard and Burlington Northern Santa Fe RR Crossing No. 2-76.6. (See Exhibit "An for location. ) The Cooperative Agreement provided that the County was the lead agency for design, contract administration and inspection. The agreement further provided that the City of San Bernardino would pay it's fair share of the cost in a ratio of 42% City and 58% County. The City's share was estimated at $75,000. All construction work on the project was completed and accepted in June of 1998, however, a billing in the amount of $72,386.08 was not received from the County until April of 1999. The billing from the County incorrectly identified the project as improvements on State College Parkway and installation of a temporary traffic signal on Cajon Boulevard at State College Parkway. As a result the bill was not correctly identified until an inquiry was made to the County in July 1999. Because of this misidentification, staff did not carry-over the funding from FY 1998/1999 to the current year Capital Improvement Program (CIP) budget. The Measure "I" 5-Year CIP is required by SANBAG and specifies how the Measure "I" (1/2-cent sales tax) funds that flow to San Bernardino will be allocated to projects. Modifications to the Measure "I" 5-Year Capital Improvement Program can be made at any time subject to the adoption by the Mayor and Common Council of a resolution amending the Program. An amendment to the Measure "I" 5-Year Capital Improvement Program is necessary to allow this payment using Measure "I" funds. It should be noted that the funds to be expended for this project were not previously allocated in the 1999/1000 Capital Improvement Program budget for any project. Therefore, no current projects will be affected by this expenditure. Finandal '''1Il''ct: The 1999/2000 Capital Improvement Program has an undesignated balance in Fund 129 (Measure "I" - V2 cent sales tax) of approximately $124,800. Of that amount, $33,000 was previously allocated for sidewalk construction on Richardson Street in counection with the new { traffic signal at Richardson Street and San Bernardino Avenue, leaving an undesignated balance of approximately $91,800. It is proposed that the Director of Finance be authorized to amend the 1999/2000 budget and appropriate $72,400 in undesignated Fund 129 monies to cover the City's share of the cost of this project.
