Authorization to submit projects and commit funding for the FY 2000/2001-2005/2006 Regional
Transportation Improvement Program (RTIP).
Backl!round:
San Bernardino Associated Governments (SANBAG) has requested the submittal of projects by
the City of San Bernardino for inclusion in the 2000/2001-2005/2006 RTIP. An updated RTIP is
developed to promote planning and project awareness among various neighboring public
agencies. In order for a project to be eligible for Federal funding, it must be included in the
current RTIP. Inclusion in the RTIP, however, provides no guarantee a project will ultimately be
funded.
SANBAG will review the proposed RTIP to ensure that it is financially constrained (i.e. funded
in the CIP), with added emphasis on the first three years of the RTIP (2000/02-2002/03). The
list is then ultimately submitted to the Federal Highway Administration. Submission of the
project list does not obligate the City to pursue the projects if priorities change. The Measure I,
Development Fee, and road fund projects provided on this list meet the federal. criteria of
accomplishing improvements in mobility and air quality.
Changes from the 1997 submittal include phasing State Street, revisions to project estimates and
delivery years, and the addition of the Vision 20/20 bridge projects. Bridge crossings on 9th
Street, "E" Street, and 5th Street are included in the proposed RTIP in order for them to be
eligible for Federal Aid, should the Mayor and common Council direct staff to pursue such
funding during this RTIP cycle. It is important to note that State Street has been included in the
RTIP since 1997. It is staff recommendation that breaking the State Street project into phases
will help increase the likelihood of obtaining funding for the project. Staff is also recommending
that 2004 be identified as the delivery date for the State Street project as the construction is not
currently identified in the CIP as suggested by SANBAG. However, it should also be noted that
the delivery date could be changed at the direction of the Mayor and Common Council. The
1997 RTIP submittal had a date of2002 for the State Street project.
Financial ImDact:
All City projects included in the RTIP are identified in the current approved Five-Year Capital
Improvement Program (CIP) with the exception of the Vision 20/20 bridge projects, which are
anticipated to be added to a future CIP. Their approval on the RTIP list will have no financial
impact, since their inclusion only serves to indicate when anticipated funds have been
programmed and provides data for the regional transportation model used for air quality
conformity. (Refer to the attached RTIP Projects Summary Table for Cost Estimates and Project
Completion Years).

1 RESOLUTION NO.
2 RESOLUTION OF THE CITY OF SAN BERNARDINO CERTIFYING THAT
3 SAL'l BERNARDINO HAS THE RESOURCES TO FUND THE PROJECTS
SUBMITTED FOR INCLUSION IN THE FY 2000/2001-2005/2006 TRANSPORTATION
4 IMPROVEMENT PROGRAM AL'lD AFFIRMING ITS COMMITMENT TO
IMPLEMENT ALL OF THE PROJECTS SUBMITTED IN THE PROGRAM.

6 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:

(a) WHEREAS, the City of San Bernardino desires to include the submitted projects in

9 the San Bernardino County Transportation Improvement Program; and

(b) WHEREAS, the City of San Bernardino warrants that full funding is committed and
available for projects submitted for programming in the first three years (FY 2000/02,
2002103) of the Regional Transportation Improvement Program; and that the City of San
Bernardino accepts responsibility for full funding of said projects and warrants that no
additional funding allocations are required of SANBAG for the City of San Bernardino to fully
implement said projects therefore committing that the first three years of the RTIP are
financially constrained; and

(c) WHEREAS, projects programmed in years 2003/04-2005106 are projects expected
(e) WHEREAS, SANBAG also requires that the Lead Agency include a financial plan

1 that demonstrates how the projects submitted for inclusion in the Transportation Improvement
2 Program can be implemented; and
3 (0 WHEREAS, the City of San Bernardino, as the Lead Agency, possesses the legal

authority to submit the project for inclusion in the Transportation Improvement Program and to
5
6 finance, acquire, and construct the project.
7 NOW, THEREFORE, BE IT RESOLVED that the Mayor and Common Council of the
8 City of San Bernardino does hereby:
9 A. Affirm its continuing commitment to the projects submitted for inclusion in the
10
2000/2001-2005/06 Transportation Program; and
11
12 B. Commit that the City of San Bernardino, as Lead Agency for the projects, will carry
13 out the projects consistent with the project implementation schedule; and
14 C. Certify that the City of San Bernardino will enter into a contract with SANBAG

committing that it will carry out the projects identified as transportation control
measures (TCM) in the South Coast Air Basin consistent with the project
implementation schedule; and
Certify that the City of San Bernardino will allocate the necessary local match funds
contained within the project to carry out any federally approved project; and
Certify that the City of San Bernardino, as Lead Agency, will comply with applicable
provisions of the California Environmental Quality Act, the National Environmental
Policy Act, the Americans with Disabilities Act, the Secretary of the Interior's
Standards and Guidelines for Archaeology and Historic Preservation, and any other
Federal, State, and/or local laws, rules and regulations.
