Subiect:
Authorization to prohibit certain vehicular movements at the intersection of
Tippecanoe Avenue at Rosewood Drive for an additional six (6) months.
Backl!l"ound:
On August 2, 1999 the Mayor and Common Council authorized the Director of
Development Services to temporarily prohibit certain movements at the
intersection of Rosewood Drive and Tippecanoe Avenue. This temporary action
was authorized for a period of six (6) months and will expire this month. The
existing restrictions have been working well as an effective traffic safety control;
therefore, staff recommends maintaining them for an additional six (6) months to
allow time to complete the environmental reViewprocess.
The above action was necessary in order to reduce the significant increase in
traffic accidents that occurred at the intersection in 1998. As an emergency
measure, the Police Department origina1ly restricted the movements in December
of 1998. To do this, portable delineators and barricades were placed at the
intersection. The Traffic Safety Committee then reviewed the issue in January
1999 and recommended to the Mayor and Common Council that the restrictions
be made permanent by installing a raised concrete median from the 1-10 Freeway
to Laurelwood Drive. However, an affected business owner (In-n-Out Burger)
objected to this proposal.
In-n-Out operates a restaurant at the: northwest comer of the intersection of
Rosewood Drive and Tippecanoe Avenue. > They became concemed that the
northbound left-turn prohibition was adversely affecting their business and
instead proposed the installation of a traffic signal at this location to mitigate the
accident problem. However, due to the close proximity of the 1-10 Westbound
Ramps (approximately 200 feet) this proposal was not acceptable to staff.
City Staff met with representatives of Inen-Out Burger Corporation, their
Attorney and Traffic Engineers in an effort to reach a compromise. As a result of
those discussions, staff agreed to maintain the status quo at the intersection of
Tippecanoe Avenue and Rosewood Driveby precluding all left-turn movements
except the left-turn movement from southbound Tippecanoe Avenue to eastbound
Rosewood Drive. The east and westbound through movements were also
prohibited.
The recommendations to prohibit movements as described above were approved
by the Mayor and Council on August 2, 1999 and are working well. No accidents
have been recorded at the intersection of Rosewood Drive and Tippecanoe
Avenue since the semi-permanent restrictions were implemented last August.
There has been one recorded accident since the Police Department originally
restricted the movements in December of 1998. However, this accident is
attributed to a motorist violating the northbound left-turn prohibition. A motorist
can no longer make this movement since delineators were placed through the
intersection physically restricting the movement. Two additional accidents have
been recorded nearby. Both occurred just north of the intersection and involved
motorists turning left from Tippecanoe Avenue.
One concern raised during the process was the potential shifting of traffic impacts
from the intersection of Rosewood Drive and Tippecanoe to the intersection of
Laurelwood Drive and Tippecanoe Avenue. However, the added traffic on
Laurelwood Drive has not significantly increased the accident history at this
intersection. There have been two recorded ,accidents at the intersection and one
just west of the intersection since the restrictions were implemented at Rosewood
Drive. Accidents of this type may be prevented in the future by the installation of
the traffic signal at this intersection pursuant to the Mayor and Common
Council's recent authorization. The signal is now under construction and is
scheduled to be completed at the end of May.
To help reduce traffic congestion at the intersection of Rosewood Drive and
Tippecanoe Avenue, it was also suggested that the freeway ramp signals for
southbound Tippecanoe Avenue to eastbound 1-10 Freeway be modified to allow
protected/permissive left turns. This signal is controlled by Caltrans and located
within the city limits of Lorna Linda. Caltrans has agreed to allow modification
of the traffic signal on a trial basis for one year at no cost to Caltrans.
Consequently, staff is working on an agreement with Caltrans, and the City of
Lorna Linda to implement this action.
Ultimately, these temporary controls should be replaced with a raised median as
originally recommended. The proposed median. should be consistent with the
ultimate plan for Tippecanoe Avenue and the proposed Power Center on the West
Side of Tippecanoe Avenue. Consequently, staff is recommending that the
installation of the permanent raised medians .be delayed to allow time for the Tri-
City Traffic Study to be completed, the Power Center project be further defined,
and the associated enviromnental review be completed. This enviromnental
review should take into consideration all associated traffic impacts and proposed
mitigation including such improvements to Tippecanoe.
Police Department staff also concurs witp. this recommendation.
Financial ImDact:
Since the delineators are already in place as a result of the temporary restrictions
imposed in August of 1999, there will be no additional expenditure if the
proposed extension is approved.
Recommendation:
Authorize the Director of Development Services to prohibit certain vehicular
movements at the intersection of Rosewood Drive and Tippecanoe Avenue for an
additional six- (6) months.
