JOINT ADJOURNED REGULAR MEETING
JUNE 18, 2008
COUNCIL CHAMBERS
The joint adjourned regular meeting of the Mayor and Common Council and
Community Development Commission of the City of San Bernardino was called to
order by Mayor/Chairman Morris at 5:39 p.m., Wednesday, June 18, 2008, in the
Economic Development Agency Boardroom, 201 North "E" Street, San Bernardino,
California.

Present:
Mayor/Chairman Morris; Council Members/Commissioners Estrada,
Baxter, Brinker, Kelley, Johnson, McCanunack; City Attorney Penman,
City Clerk Clark, City Manager Wilson.
Absent:
Council Member/Commissioner Derry.
Council Member/Commissioner Baxter Excused
Council Member/Commissioner Baxter was excused at 6:30 p.m.
1. Closed Session
A. Conference with legal counsel - eXlstmg litigation - pursuant to

2. Budget deliberations - Fiscal Year 2008/09 - discuss and take possible
action concerning proposed City and EDA budgets
Prior to going into closed session, Mayor/Chairman Morris had proposed that
the Council discuss all departments except Police and Fire, as negotiations were
ongoing with those unions. He indicated that when they returned from closed
session he would like to go over the budget projection handouts that had been
prepared and then review the proposed department cuts.

Following closed session, Barbara Pachon, Director of Finance, reviewed the
following items with the Council:
. Revised Revenue Estimate vs. Actual Revenues - Fiscal Years 1998-
2007
. Sales Tax Net Cash Receipts Analysis (Bradley Burns 1 %)
. Sales Tax Analysis
Council Member/Conunissioner McCarnmack stated that the Council needs to
redirect its priorities, with the most important thing being to enforce its own
codes-which means fixing those broken windows, cutting down the weeded
fields, getting rid of graffiti, etc.-in order to become a city that will attract
people to move here. According to Ms. McCanunack, there are businesses that
will bring the jobs if the city were a more desirable place for their workers to
live and raise their families.
3. Adjournment
At 7:20 p.m., the meeting adjourned to 5:30 p.m., Wednesday, June 25,2008,
in the Economic Development Agency Boardroom, for further discussion of the
Fiscal year 2008/09 budget.
