Staff Report
Subject:
An Ordinance amending Section 15.04.080A of the San Bernardino Municipal Code relating to
building permit and plan review fees.
Background:
The Development Services Department charges regulatory fees for plan reviews and building
permits to cover the costs of providing the services associated with the enforcement of building
codes as mandated by state law.
The Department has undertaken a fee study (available from the Department or the City Clerk) to
review and update the fees charged for building and plan review services. The proposed fees are
contained in the Resolution adopting updated building permit and plan review fees currently
pending consideration by the Mayor and Common Council on this same Council Meeting
Agenda. This amendment is necessary to harmonize the requirements of SBMC 15.04.080A
with that of the proposed Resolution.

Recommendation:
Waive further reading and layover Ordinance for final adoption.

5 WHEREAS, pursuant to California Govt. Code Section 66014, fees charged for
6 building inspections, buildin g Pe rmits, and plan review and application processing may not
7
exceed the estimated reasonable cost of providing the service for which the fee is charged; and
8
9 WHEREAS, the Development Services Department has completed an analysis of said
10 fees in order to determine the estimated reasonable costs of the services rendered; and
11 WHEREAS,the last significant update of said fees occurred in 1991;and
12 WHEREAS, it is necessary to update fees charged for building permits, inspections, and
13 plan review services in order to provide revenues adequate to support an appropriate level of
14 services in regards to the administration and enforcement of the California Building Standards
15
16 Codes as mandated by the California Health and Safety Code, Section 17960.
17 NOW,THEREFORE,THE MAYOR AND COMMON COUNCIL OF THE CITY OF
18 SAN BERNARDINO DO ORDAIN AS FOLLOWS:
19 SECTION 1: Section 15.04.080A of the San Bernardino Municipal Code is hereby
20 amended to read as follows:
21 "A. Applicable Fees: The fees for building, electrical, plumbing, and
22
mechanical permits shall be as set forth in the latest adopted edition of the Uniform
23
24 Administrative Code, subject to such amendments thereto as are adopted in this
25 Chapter, and subject to further amendments as adopted by resolution of the Mayor
26 and Common Council."
