SAN BERNARDINO AUTHORIZING AND DIRECTING THE EXECUTION OF
AN AMENDMENT TO A COMMUNITY DEVELOPMENT BLOCK GRANT

BETHI..EBEM HOUSE PROJECT
On April 3, 1992, Bethlehem House Projects, Inc., requested $11,324 in
CDBG funds to augment the previously approved appropriation of $25,750
for structural repairs and renovations required to maintain safe
conditions for women and children at the emergency shelter. The total
required is $37,034, allowing $2,000 for the engineering and design.
On March 2, 1992, Bethlehem opened bids for the work to be performed
and the bids submitted were as follows:

Town and Country Construction
The increase in the cost of construction is attributed to the use of
the Davis-Bacon provisions on this project. The original estimate did
not include additional costs as a result of the imposition of
Davis-Bacon.
On May 7, 1992, the Community Development Citizen Advisory Committee
reviewed Bethlehem's request and recommended that the Mayor and Common
Council approve the additional allocation of $11,324 from the CDBG
appropriated reserve account.
Staff has reviewed the above referenced request for additional CDBG
funds and finds the request by Bethlehem House to be eligible for CDBG
funding under the limited clientele activity analysis.
Based upon the foregoing, staff recommends adoption of the attached
resolution.

RESOLUTION NO.
RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO AUTHORIZING AND DIRECTING THE EXECUTION OF AN
AMENDMENT TO A COMMUNITY DEVELOPMENT BLOCK GRANT FUNDING AGREEMENT
BETWEEN THE CITY OF SAN BERNARDINO AND BETHLEHEM HOUSE PROJECTS,
INC.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COMMON
COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1.
The Mayor of the City of San Bernardino is
hereby authorized and directed to execute, on behalf of the City,
an Amendment to an Agreement for Community Development Block Grant
funding with BETHLEHEM HOUSE PROJECTS, INC., which Amendment to
the Agreement is attached hereto as Exhibit "1", and is
incorporated herein by reference as though fully set forth at
length. The Amendment to the Agreement provides for an additional
$11,324.00 to be added to the original Agreement of $25,750.00 to
increase the total to $37,074.00.
SECTION 2.
The Authorization to execute the above-
referenced Amendment to the Agreement is rescinded if the parties
to the Agreement fail to execute it within sixty (60) days of the
passage of this Resolution.

FIRST AMENDMENT TO AGREEMENT
THIS PIRST AMENDMENT, ~s entered ~nto as of this
day of , 1992, by and between the CITY OF SAN
BERNARDINO, a municipal corporation (the "City") and BETHLEHEM
HOUSE PROJECTS, INC., a nonprofit community service organization
("Subrecipient").
WITNESSETH:
WHEREAS, the parties entered into that certain Bethlehem
House Projects, Inc. Agreement on June 17, 1992, and
WHEREAS, the parties desire now to amend said Agreement to
increase by Eleven Thousand Three Hundred Twenty-Four Dollars
($11,324. 00) the orig~nal Community Development Block Grant to the
Subrecipient.
NOW THEREFORE, the parties hereto agree to amend the
Agreement as follows:
1. Section 2. Payments.
City shall reimburse Subrec~pient for allowable cost
incurred under the scope of this Agreement and applicable Federal
regulations, which have not been paid for or reimbursed in any
other manner by any other Agency or private source of funding and
addi tional $11,324.00 to the original reimbursement amount of
$25,750.00, with the total of all such reimbursements not to

exceed $37,074.00.
2. Except as amended herein said Agreement shall remain in
full force and effect.
